Gloucestershire ICB Digital Transformation Team have an exciting opportunity for a full time Business Analyst with an interest in User Centred Design. Youll be working on the Empower the Person programme across a range of projects across the Gloucestershire health and care community and will also be supporting the development of User Centred Design practice within the Digital Transformation Team.

We are looking for an experienced Business Analyst to join us at a very exciting time for the Gloucestershire ICB. With the formation of the ICB we are committed to the need to deliver dynamic, sustainable and resilient services building on the digital transformation advances made as part of the pandemic response.

Main duties of the job

The successful candidate will have experience of Business Analysis in a health care setting, undertaking and/or commissioning user-centred design and research together with strong analytical abilities. Youll have an understanding of different technologies as well as digital strategies and goals, backed by the ability to build relationships across a wide range of stakeholders.

Your knowledge and expertise will support the design and delivery of specific project within the Empower the Person programme, with flexibility to work across the wider digital transformation programme, interacting with patients, clinicians, suppliers, care professionals and technical teams to design and deliver high quality services.

Reporting to the Head of Digital Transformation, the post-holder will be highly skilled business analyst work with stakeholders, both externally and internally to effectively understand, design and deliver services. They will be highly organised, resilient and flexible in their approach, with excellent attention to detail and the ability to work with varying levels of uncertainty.

As part of the wider team you will work flexibly across ICB footprint in Gloucestershire, at home and from Sanger House where the ICB is based. Various flexible working options as well as secondments are considered so please do make contact to discuss if you are interested.

Key Purpose of Job:

The delivery of business analysis assignments to enable our customers to achieve the best possible outcomes for their patients, populations and staff and ensuring best value for public money.

To provide business analysis and change management expertise to support digital transformation projects across the Gloucestershire Integrated Care System (ICS)

To support adoption of User Centred Design principles within the digital team and in digital projects and develop expertise in User Centred Design

To act as a facilitator of change on a multiple, concurrent projects with any of the health and social care organisations in Gloucestershire.

Coordinate and facilitate cross functional groups of stakeholders and use a range of information elicitation techniques to identify, understand, analyse, document and communicate the business requirements to enable optimal business improvement, system design and technical solution development.

Keep abreast of new and emerging technologies and standards to support innovative and creative delivery of business objectives.

Key Accountabilities:

  • Working with colleagues and stakeholders from multiple disciplines from any of the commissioning and provider organisations across the Gloucestershire Health and Social Care system to investigate and model service functions, business processes, information flows and data structures.
  • Investigating operational issues, problems and new opportunities in response to changing operational requirements, policy or legislative change.
  • Work with collegues to develop and embed User Centred Design principles as part of the business chanage process
  • The definition of effective business solutions through improvements in business areas or systems of interest. Assisting in the analysis of underlying issues and their root causes and identifying available options.
  • Specifying data, data objects and information flows that align with the needs of the business.
  • Producing business analysis deliverables using relevant documentation styles in line with organisational standards using appropriate tools.
  • Responsible for the definition of the functional and non-functional requirements of systems and software to support the procurement process including invitations to tender, bid scoring and selection within budget constraints.
  • Facilitating stakeholder meetings and workshops and presenting findings and actions both verbally and in writing to a range of stakeholders.
  • Assisting in defining user acceptance tests for new or improved IT systems and business processes.
  • Assisting in defining holistic solutions that address organisational, people, processes, information and technology aspects; justifying the solutions when supporting the development of a business case for a business change initiative

Technical Skills

Plan and organise a range of collaborative and complex analysis, design, testing, implementation and training activities across clinical and non-clinical areas, in line with, and adjusting to related plans and strategies.

Undertake accurate and detailed current state business analysis and produce the associated documentation including but not limited to process models, information flows, business requirement specifications, functional specifications, use cases, test cases and user interface guides.

Develop requirements on the basis of undertaking user research in conjunction with or as part of current state analysis

Undertake feasibility and options analysis.

Design future state business processes and workflows that deliver industry leading performance, business and/or policy change across a wide and diverse range of clinical and non-clinical operational areas.

Support prototype development such as developing wireframes and screen mock-ups.

Contribute to system configuration during development and implementation stages

Input into test planning and test cases and support UAT activities.

Support for cut over, go live and hand over to BAU activities.

Undertake benefits management activity in line with Programme Benefits Management plan.

Contribute to the management of project resources in relation to business analysis workpackages, including identification and coordination of staff at all levels, assignment of tasks as required to achieve project aims and objectives, and input into performance management.

Provide training, peer support and mentoring for colleagues in the principals and techniques of business analysis.

Provide documentation, SOP and train the trainer training to enable hand over to business as usual activities.

Work with project stakeholders to communicate (or develop) clear key messages such as the technical/architectural complexities in an understandable form and the strategic vision and project scope

  • Business Analysis qualification (ISEB, BCS or CBAP)
  • Experience of continued professional development in specialist area.
  • Significant demonstrable experience in business analysis or supporting change management
  • Experience of user centred design projects and programmes, including undertaking user research, developing requirements and user testing.
  • Demonstrable knowledge and experience of application of a range of investigative/business analysis and change management processes, tools and techniques .
  • Able to facilitate meetings of mixed groups of people in order to analyse business processes and elicit business requirements.
  • Demonstrable experience of process mapping
  • Demonstrable experience of detailed requirements engineering and documentation. Experience of preparing use case diagrams and user stories
