Job summary

Banbury Alliance PCN are looking for an enthusiastic and flexible candidate used to working at a senior level within general practice, possibly an ex-practice manager, with a sound understanding of the operational and strategic pressures affecting primary care.

This is a role that allows for significant input into the advancement of the developing Primary Care Network, supporting the Clinical Director and PCN Board.

The best candidates will be excellent communicators with strong organisational and time management skills and the ability to work alongside a variety of professionals and services. Local knowledge of the wider NHS in the locality would be an asset.

Minimum 30 hours per week but happy to discuss hours and working arrangements with the successful candidate.

Base Hightown, Woodlands and Windrush Surgeries with some home working

Main duties of the job

This is a role that requires an independent-minded, self-starter with political awareness and the ability to identify changes likely to affect the PCN practices. It offers support to the Clinical Director and assistance to shape the future development of the network, designed and agreed by the PCN Board. Some experience of managing teams would be preferable as this role does include an element of HR.

Banbury Alliance PCN is a network of three medium-sized, partnership practices, serving 29,000 patients and is the smallest network in Oxfordshire. We are team-orientated, patient-focused, learning-centred practices and are both excited and challenged by the opportunity to expand our multi-disciplinary teams, to include members working across practices within the PCN.

Our catchment areas all overlap and are in the market town of Banbury and surrounding villages. We are situated within 1.6 miles of one another. Banbury is a fast expanding area. It has excellent sporting and cultural facilities, transport links and schools (state and independent) and yet sits in an area of stunning, accessible countryside.

Job responsibilities

Main Duties of the Role

The following criteria identify the core components, responsibilities and accountabilities of the role. Integral to all of these are the skills of flexibility, effective communications and trust building.

Corporate

o Support the Clinical Director in non-clinical areas

o Secretarial function to the Board and its sub-committees

o Review and update the PCN Agreement annually

o Update the Board on Enhanced Service contract changes/reporting for various requirements e.g. Impact and Investment Fund (IIF)

o Liaise with practice Managers to develop services

o Compile reports as required for PCN and external agencies e.g. BOB ICB

o Investigate opportunities for development and sustainability of practices

o Review and, where appropriate, negotiate contracts with ARRS sub-contractors

Communications

o Develop website/manage the group of staff and patient representatives involved

o Develop relationships with external agencies e.g. Oxford Health and the local ICB

o Develop and manage the PCN communications with practice patients Groups

o Ensure clear and appropriate communications with the PCN practices

Finance

o Manage the Additional Roles Reimbursement Scheme (ARRS) budget and claims

o Liaise with the Finance controller on invoices and contracts

o Arrange equipment purchases as appropriate for the PCN joint projects

Human Resources

o Assist with recruitment, logistics and development of ARRS roles

o Assist with development and implementation of PCN appraisal system

o Support development of common terms and conditions of service for the PCN

o Assist with organisational development/change management as identified

o Support Practice managers with PCN-related matters

Estates

o Assist with any applications and specifications as required to acquire additional accommodation for practices

o Investigate opportunities for additional space/improved use of current space within practices

o Develop relationships with local ICB and potential sites estates personnel

Since it is a quickly changing role, this is not an exhaustive list and you will be expected to perform appropriate tasks within your capabilities as requested by the PCN Board and Clinical Director.

The PCN employs staff through its practices and this role will be employed by one of the surgeries.
