An exciting opportunity has arisen for a Procurement Manager within the Procurement Shared Service function for the Gloucestershire Health Community.

As part of a Shared Service currently covering three organisations across the county, the successful candidate will be responsible for a specific area of procurement within the Procurement team influencing routes to market and managing a portfolio of requirements. You will be expected to deliver significant improvements in Procurement compliance, best practice & value for money to achieve savings plans and contribute to the wider Organisational and National initiatives.

The successful candidate will be an individual with flair and commitment, who is capable of developing robust work plans and ensuring a commitment to a high quality service and continuous improvement. Areas of experience suitable are but not limited to:

  • invitation to Quote/Tender

  • Use of Frameworks

  • Commercial evaluation and analysis of above

  • negotiations with suppliers and contractors

  • placement of orders and contracts compliant with the Trusts’ Standing Financial Instructions, Procurement Policy and current legislation.

  • Completion of OJEU tender exercises and collaborative procurement exercises

  • Delivery of annual workplan and achievement of performance and savings targets.

  • Knowledge of Estates and Facilities procurement best practice and commercial market knowledge.

The successful candidate will have the appropriate qualifications (CIPS or willing to study or equivalent experience) and a demonstrable track record of achievement within a complex and challenging financial environment.
