An exciting opportunity exists for an Estates & Facilities Procurement Business Partner at Bart’s Health within the Procurement and eCommerce Department. Barts is the largest Acute Trust in the UK. This Procurement Business Partner is a hands-on role and the successful applicant needs to balance strategic with tactical operational priorities, often on a daily basis. No day at Bart’s is exactly the same and if you have a ‘can do’ attitude, you will flourish in this role. Resilience and energy are of paramount importance.


In the last 18 months, Barts Procurement have embarked on an ambitious journey to shape the strategic direction of the Department with a specific focus on up-skilling Commercial and ‘soft skills’. We launched a Well Being initiative to aide our staff with the necessary management and people skills to thrive in this demanding work environment and contribute towards a ‘single team ethos’. In 2018, we were the first Acute Trust in London to be awarded Level 1 Accreditation by the Skills Development Network and we have embarked upon Level 2 accreditation which provides a greater focus on developing relationships with key and strategic suppliers. Over the next 12 months, we will be progressing towards Level 2 accreditation and intend to expand our contract management and SRM offering trust wide.


To support our ambitious journey, we are seeking a talented leader with a ‘can do’ attitude to join our Procurement Business Partner team. To succeed in this dynamic role, you will need to move at pace, be engaging and flexible and possess the right behaviours. This is in addition for an aptitude for sourcing, supplier engagement and people management.


The aim of the role is outlined below. Please note this is not an exhaustive list of principal duties.


    • Be the key point of contact between the Trust and suppliers, including outsource providers, ensuring relationships are managed in a strategic and coherent manner.


    • Work with stakeholders within the Divisions to support business case development for new initiatives or services.


    • Work to identify challenges within the Boards (based on analysis of expenditure) and propose solutions from the supply market.


    • Within a defined strategic framework ensure policies and operational practices provide effective procurement of products and services. Providing a high level of service while maximising value for money in meeting annual CIP savings targets.


    • Ensuring compliance with the Trust’s Standing Financial Instructions, EU Public Procurement Legislation and mandatory NHS Executive contracts (via the Crown Commercial Service and NHS Supply Chain).


    • Focus on project-based work, such as leading large scale, complex tendering and the associated market and stakeholder engagement. This involves undertaking detailed and complex contract negotiation with suppliers.


    • Play a key role in contract management either by supporting meetings with suppliers or as the contract lead ensuring that value is deliver throughout the life of contracts.


    • To develop good and productive working relationships with all stakeholders, including internal customers within the Barts Health NHS Trust, other Trusts, NHS organisations, suppliers and distributors.


    • Convey significantly complicated and contentious information to a range of audiences including clinicians, where the post holder will be required to overcome barriers and limits of individual understanding relating to Procurement process and relevant legislation.


    • To support the finance function in ensuring Public Sector Payment Performance consistently meets its target.
