Buckinghamshire was one of the first 8 areas in England to establish an Integrated Care System. Introduced in 2017, Integrated Care Systems involve NHS organisations working in partnership with Local Authorities and other organisations to take collective responsibility for managing resources, delivering NHS standards, and improving health and wellbeing of local residents.

In the summer of this year Buckinghamshire County Council and the Buckinghamshire Clinical Commissioning Group (CCG) restructured their commissioning functions to set up a new all age Integrated Commissioning Service, supporting the Integrated Care System’s ethos to deliver whole population outcomes by aligning strategic commissioning activities across health, public heath, and social care. There are 8 specialist commissioning teams within this new structure, each led by a Specialist Commissioning Manager who leads a team of Commissioning Managers, Commissioning Officers, and Project Support Officers. There is now an exciting opportunity to be part of this new service as we are recruiting to a range of positions within the specialist commissioning teams.

About Us

On 01 November 2018, it was announced by the government that the five councils in Buckinghamshire will become a single unitary authority in April 2020.  Any changes made to the structure of local authorities in the county may affect council employees in the future.  Therefore, the five councils have agreed to restrict applications to this position to current employees of the five councils for a period of seven days from 31st January 2019 to 7th February 2019.  External candidates are welcome to submit their application at any point; however, if a current employee applies during this seven day period, their application will be assessed prior to the council considering applications from external candidates.

About the role

We are recruiting for a Specialist Commissioning Manager to provide leadership on all aspects of the commissioning cycle for services for children, adults, families and communities to improve individual and population outcomes for Buckinghamshire residents.

You will lead an integrated commissioning team to support the Head of Service and Service Director to deliver against strategic priorities working with key stakeholders to deliver safe, high quality and Value for Money services.

The purpose of the roles is to lead the day to day commissioning activity from setting the strategy to delivery of the large scale transformational change that supports the Council and the CCGs to deliver improved outcomes as well as manage within available resources.

About the team;

Direct Care Services and Better Care Fund Commissioning Team:

This team covers a new, exciting and progressive area of work, focusing on two broad strands:

  1. Developing and implementing change programmes regarding the future direction of the adult social care services which are currently directly provided by the Council.
  2. Integration work comprising Better Care Fund and the Integrated Care System activity including the development of short term interventions to prevent admission to hospital or to support timely discharge to intermediate care beds or home to facilitate the Discharge to Assess model.

About you

We are looking for self- motivated, enthusiastic candidates that will be key to leading an inclusive, ever improving, forward thinking culture to achieve integrated working across health and social care to improve the lives of Buckinghamshire residents with the experience and skills in below;

  • A successful track record of leading and managing change.
  • Strong commissioning performance and/or contracting background.
  • Significant experience of implementing and aligning policies with delivery on the ground, translate strategy into detailed targets and plans, and put in place the necessary organisation to ensure the achievement of the Service’s objectives.
  • Experience of leading and managing change. 
  • Experience working in Children’s, Adult’s or Health services. 
  • Significant experience of working successfully and effectively as part of a management team and conveying strategies, policies, objectives, and targets to team members.
  •  Strong leadership, managing and motivating skills with the ability to support, guide, direct a team to achieve high performance. 
  • Ability to analyse complex issues and adopt a creative approach to problem solving and service delivery in challenging circumstances and with competing priorities.
