East and North Hertfordshire CCG (ENHCCG) has been rated as outstanding for the second year in a row. In the latest national assessments for 2017/18, the CCG was awarded the top rating for the second year in a row, one of only 13 CCGs across the country to achieve this.

An exciting opportunity has arisen for a highly motivated, dynamic and experienced Head of Acute Contracts to join ENHCCG’s Contracts and Information Team. As Head of Acute Contracts you will lead on the main hosted acute provider for the CCG and will play a critical role in ensuring the delivery of the following areas:

  • Implementation of the CCG’s commissioning intentions and strategy through the development of related contracts, leading all processes where the CCG is host commissioner;

 

  • Strategic oversight of the validation and information processes across providers, including the proactive early identification of variances in activity and finance, ensuring actions are taken forward with Providers to resolve any identified issues

 

  • Delivery of contracts in line with agreed plans and budgets; supporting all areas of the annual commissioning cycle from the planning and negotiation of contracts to the performance management of providers against targets, leading all processes where the CCG are host commissioner;

 

  • Development of strong links with associate commissioners for hosted contracts to ensure they are fully integrated with all contractual arrangements and related processes;

 

  • Development of strong links with host commissioners of collaborative contracts to ensure ENHCCG are fully integrated with all contractual arrangements and related processes;

 

  • Proactive identification and understanding of any reasons for in year variances to contract schedules; timely communication with relevant colleagues, taking forward actions with providers to resolve issues;

  • Lead on contracting policy and guidance, including assessments of and advice regarding the implications for the CCG and support in taking forward with team;

 

  • Lead contractual support and advice for service re-designs and procurements particularly in the development of QIPP schemes and business cases.

 

  • Provision of support to the locality/ies aligned to the team’s portfolio to facilitate an understanding of contracts and performance at a GP and practice level, providing advice on targeted actions to help manage contracted activity levels and budgets;

 

  • Ensure co-ordination across CCG directorates for all elements of the contract and establish links into strategic workstreams in relation to the key contractual areas.

 

We are seeking candidates with extensive knowledge and experience of contract management at a senior level with strong negotiation skills. Excellent analytical and communication skills will be a key requirement of this role together with the ability to work under pressure, to tight deadlines. Applicants should also be computer literate with strong excel skills. This role involves line management responsibility.
