NHS North East London Clinical Commissioning Group was formed on 1April 2021 through the merger of the seven CCGs in North East London (Barking & Dagenham, City & Hackney, Havering, Newham, Redbridge, Tower Hamlets and Waltham Forest).

North East London Clinical Commissioning Group

NHS North East London Clinical Commissioning Group (NEL CCG) is responsible for planning, buying and monitoring health services for people living and working in north east London.

We’re a membership organisation made up of 275 GP practices, serving over two million people across our seven local authority areas:

  • Barking and Dagenham
  • City of London and Hackney
  • Havering
  • Newham
  • Redbridge
  • Tower Hamlets
  • Waltham Forest

We were formed on 1 April 2021 through the merger of the seven CCGs in north east London and are responsible for deciding how much of the local healthcare budget of over £3.9 billion is spent. We do this by working with our local health and care partners.

The population in north east London is diverse and is set to grow by 18% in the next fifteen years as a greater number of people choose to live in the area. The area also faces unique challenges which can place significant pressure on local services. Five out of our eight boroughs are in the highest quintile for deprivation in England and health inequalities are high, with many residents challenged by poor physical and mental health driven by factors such as smoking and childhood obesity.

NEL CCG has developed a data set that links pseudonymised patient level records across care settings. This type of resource has only been developed to this extent in a handful of health systems within the NHS. It provides a great platform on which to develop meaningful intelligence for the system. This will involve using advanced statistical techniques to interrogate the data; communicating findings to a range of audiences across the health system; and using feedback from colleagues to understand the questions they are facing and inform further analysis.

The NEL CCG Insights team

The NEL CCG Insights team operates as an ‘internal consultancy’ and provides evidenced-based and actionable insights to inform NEL CCG’s major strategic programmes and the wider business to support the commissioning of effective care for our population and make best use of the systems limited resources. We are a project-based and multidisciplinary team of around 15 people (and expanding) working on multiple, diverse and cross-cutting projects across all areas of our NEL footprint. The work and position of our team means that we are able to play an increasingly integral role in influencing key decisions across the organisation on some of the most pressing challenges the system is facing now and in the future.

The Role

We are seeking two experienced principal analyststo work as part of a dynamic and growing team within the CCG. In this role you will support evidenced-based decision making by applying your quantitative research and analytical skills to understand the needs of our local population, the services they receive and opportunities for the system to make better use of its limited resources.

Using our well linked, rich repository of data, you will develop credible statistical and economic analysis using an evolving range of data analysis tools and techniques. You will explore and visualize data to present the ‘story’ of data in a meaningful and engaging way to a range of technical and non-technical audiences – including very senior stakeholders. You will be an excellent communicator, using a range of methods, to ensure the analysis of the team has a real impact and delivers actionable insights.

You will work on a wide range of issues with stakeholders at all levels of NEL CCG as well as external stakeholders (including Trusts, Local Authorities, NHS England etc.).

As one of five senior managers in the team you will scope and plan project work, prioritize between conflicting work priorities and ensure the timely delivery of outputs that match customer requirements. You will apply your strong people and development skills in leading teams of analysts to deliver outputs (including acting as a coach and mentor to more junior team members), line managing individual analysts and contributing to the wider development needs and management of the team. You will also seek to expand and build on your own range of technical skills as well as those of the teams to further enhance the impact of the teams’ analysis.

Examples of the types of work include:

  • providing quantitative and qualitative analysis to help evaluate pilot services and/or programmes (e.g. the Digital First primary care programme) to support evidence-based decision making on wider scaling and development opportunities.
  • Assessing the scale and scope of inequalities in accessing services across different pathways and impacts on patient outcomes to inform the development of targeted population heath management interventions.
  • Activity demand forecast modelling to inform service transformation priorities across NEL.

One of these two posts will work on the full range of the teams’ project portfolio and the other will focus on providing insights primarily to the Primary Care Digital First programme. Candidates are welcome to express a preference in their applications.
