Operational Head of Procurement

Band 8b


The Operational Head of Procurement is responsible for the overall day-to-day management of the Procurement Department, ensuring compliance with the Public Contracts Regulations and the Trust’s Standing Financial Instructions, securing value for money and achieving financial savings. The influenceable spend under the remit of the Procurement Department equates to approximately £80M annually.


The Operational Head of Procurement will have direct line management responsibility for the Deputy Head of Procurement, the Senior Procurement Managers, the Data & Systems Manager and the Senior Commercial Contracts Manager and will have indirect management responsibility responsible for a team of c.25 FTE’s across all teams in the Procurement Department.


The Operational Head of Procurement will support the Strategic Head of Procurement in setting the strategic direction of the Procurement Department and overseeing the development and implementation of strategies to further develop the Department’s systems and processes and represent the Department both within the Trust, in WYAAT and the West Yorkshire & Harrogate ICS footprint and with regard to national bodies.


The Operational Head of Procurement will be competent with the Public Contracts Regulations and have a good working knowledge of Contract Law and other applicable laws and regulations governing the procurement of goods and services in the public sector, and specifically in the NHS.


The Operational Head of Procurement will develop and implement strategies and initiatives to improve and further develop the Procurement Department’s systems and processes.


The Procurement Department is an integral part of the Finance Department; the Operational Head of Procurement will report to the Strategic Head of Procurement and will be ultimately accountable to the Director of Finance.
