Procurement Specialist

Tower 2 – Sterile intervention equipment and associated consumables.

Salary: CPP Band E - £32,750.01 - £40,102.79 (depending on experience)

This role has a nominal base of Sheffield (S4) or Normanton (WF6) but the home location is flexible. Travel to the nominal base is expected from time to time. More information will be provided at interview.

The Role:

Reporting to the Procurement Contract Manager, you will be responsible for full end to end high value, complex procurement processes, from strategy development through to contract launch and continued contract management. You will be expected to work as part of a multi-disciplinary team but be capable of working autonomously using your own experience and initiative.

Whilst providing procurement leadership is a key part of the role, more specific requirements include:

  • Supporting colleagues across CPP and participating in the development of category and procurement strategies.
  • Providing advice and guidance on tendering procedures and compliance with Public Contract Regulations with a focus on framework contracts .
  • Ensuring adherence to statutory requirements and CPP policies and procedures.
  • Providing advice, guidance and support in the development of tender specifications and evaluation methodology and criteria.
  • Drafting tender documentation.
  • The management of procurement projects via an e-tendering portal.
  • Fostering highly professional relationships with colleagues and stakeholders both within and outside of CPP.
  • Supporting colleagues across CPP to identify and develop opportunities for strategic supplier partnerships, supporting long-term cost reduction initiatives.
  • Supporting the development and update of procurement processes and documentation while helping to ensure continuous improvement across CPP.

Who you are:

  • Ideally you will be CIPS qualified or working towards a relevant procurement qualification, with evidence of continuing professional development.
  • You will have prior knowledge and experience, ideally 5 years plus, of public sector procurement, from initiation of Project Initiation Document (PID) through to contract award, gained via a NHS or a complex multi-layered public sector organisation.
  • You will have strong contract management and supplier relationship management skills and experience on high value framework agreements.
  • Able to demonstrate experience of achieving targets across a number of activity areas with demanding deadlines.
  • Knowledge of project management tools and techniques.
  • Exceptional communication and stakeholder management skills with the ability to build and maintain an extensive network of contacts.
  • Highly developed numerical and analytical skills with strong Excel knowledge and have expert knowledge of eProcurement portals, such as Jaggaer, Proactis, Bravo, Due North.
  • Already a car driver and willing to travel.
