The Hywel Dda University Health Board (HDdUHB) is seeking to appoint an enthusiastic, experienced and suitably qualified professional to undertake the role of:

Head of Fire Safety Management (HFSM) - Development Role (Annex 21 - agenda for change terms and conditions)

HDUHB is fully aware of the challenges in recruiting staff who are highly skilled in fire safety engineering and management for this senior position. Therefore to address this, we have implemented a (24 month) structured development pathway programme linked to the role. This is a great opportunity for someone who is seeking to develop their skill set and obtain a higher level of technical competency in fire safety engineering & fire safety management.

Applicants who do not currently hold all the necessary competencies are encouraged to apply and, if successful, will be appointed under Annex 21 rules whereby 70% of the top of Band 8a will be payable in first 12 months, then 75% from 12 months to 24 months. Failure to achieve the competencies in the designated timeframe could result in re-deployment.

The candidate who fulfils this role will be required to successfully complete the pathway and the suggested areas of learning/technical competency within the specified period. You will be fully supported, mentored and guided along this development journey. For more details on the pathway and what it contains, refer to Appendix 1 – Development Pathway Document (saved under 'Additional Document'). This is a key senior management position within the facilities directorate’s operational compliance function. The successful individual will head up the organisations fire safety team and will provide expert healthcare fire management advice at strategic, operational and technical levels. This is an exciting time to join our organisation, where you will play a fundamental part in helping us deliver our significant capital investment programme for improved fire safety compliance.

This role will be health board wide and therefore, you will be expected to work very closely with your team of fire safety advisors across the various acute sites, along with a variety of health board staff.

The appointed individual will also need to create good working relationships with site based operational maintenance staff, engineers, CAD technicians, discretionary/major capital project teams, facilities staff (catering, domestics, portering & laundry) and the property management section. You will also be expected to establish close links with hospital general managers at various levels, Mid & West Wales Fire and Rescue Service (MWWFRS), external bodies and local authorities.

As HFSM you will need to demonstrate continual professionalism and leadership skills in the context of healthcare fire safety management in order to support the organisations strategic agenda for fire safety precautions.

This role will be responsible for ensuring the health board has the appropriate mechanisms in place to meet all its obligations under fire safety law. This will require development, implementation and the continual reviewing of robust fire safety management systems, processes, policies and procedures in order to effectively manage and minimise the risks associated with fire safety.

As HFSM you will be the health board’s appointed person for all technical aspects of fire safety. You will be required to collaborate with key responsible persons/managers/directors to ensure that there is collective corporate ownership for fire safety, ensuring a safe and secure environment for all health board staff, patients and visitors.

Ensuring compliance with all relevant legislation and technical healthcare guidance such as Health Building Notes (HBN’s), Building Regulations, Health Technical Memoranda (HTM), British Standards (BS), Firecode, The Regulatory Reform (Fire Safety) Order 2005, etc.

The post holder will be an integral part of a strong team culture, working closely with your senior line manager the assistant head of operational facilities management and other senior regional operational managers, the head of estates operations and the director of facilities, estates and capital planning.
