We have recently enhanced our Adults Commissioning Team to enable us to provide strategic, system wide commissioning solutions. Through gaining a deep understanding of demand and what our population needs through the use of local intelligence and market analysis, we develop innovative and creative commissioning strategies and models. This is coupled with an ability to drive forward the implementation of strategies by working hand in hand with local market, residents and service users to achieve desired population outcomes.

This role is countywide and will be expected to drive continued transformation of services through collaboration and partnership working. The needs of our local residents and service users will always be at the heart of everything you do.

The Role

To lead on the strategic commissioning of a range of services to support people with Learning Disabilities on behalf of Cambridgeshire County Council and Peterborough City Council.
To deliver against specified commissioning intentions and the market position statement through ensuring appropriate needs analyses, planning arrangements, services specifications, contract management arrangements, performance and quality monitoring arrangements and evaluation processes are undertaken.
This will include working alongside internal and external stakeholders across the system and the management of resource to deliver value for money, provision of high quality services and system based approaches to meeting need across both Councils.

About You

• You will be educated to degree level, with a detailed knowledge and understanding of commissioning.
• You will have strong experience and in-depth knowledge and understanding relating to commissioning services for people with Learning Disabilities.
• You will have a proven track record of managing a multidisciplinary Commissioning and/or Contracts Team and ensure consistent best practice and continuous improvement across the team
• A dynamic and strategic thinker, with strong analytical skills and the ability to draw qualitative and quantitative data from a wide range of sources and utilise it to inform strategy development.
• A strong leader with the ability to secure major change who is comfortable applying constructive and evidenced challenge whilst motivating and managing the workforce in order to embed and sustain key initiatives across organisational boundaries and functions.
• Collaborative in style, with an ability to work in partnership with other teams and agencies to design and deliver joined up solutions.
• Strong commercial, negotiation skills and budgetary management skills.
