Due to a member of staff leaving, an exciting opportunity has arisen to join the West Leeds PCN Leadership Team. West Leeds PCN is a mature and visionary PCN, employing over 50 staff and delivering high quality services to its patient population of approximately 70,000. West Leeds PCN employs via its limited company - West Leeds PCN Ltd - and is a self sufficient entity, performing its own HR, Finance and Enhanced Access function. Main duties of the job

We are seeking someone with NHS operational management experience, in particular within a primary care setting. We have a well developed operational and administrative team in place already but we need an Operations Manager to have oversight of our services, ensuring we achieve our main priorities of

PCN contractual compliance such as QoF, PCN DES, GPOP, IIF, local contracts

Alleviating pressure wherever possible within our member practices

Working with the PCN Leadership team to ensure the development and wellbeing of our staff

This is a varied and fast paced role and will suit someone who is used to spinning multiple plates at once. It will require someone who works well under pressure and has an aptitude for horizon scanning. The successful recruit will need to be comfortable dealing with a wide variety of colleagues right up to Board level associates. As well as the operational duties listed here, you will also support the PCN Manager with those daily functions needed to keep our business function operational such as payroll, HR etc

Job description

Job responsibilities

OperationalManagement

  • You will have oversight of the entire operational function within our organisation, ensuring our member practices are kept informed of new or amended services at all times

  • You will lead and work with the current operational team to ensure optimum service provision and usage at all times

  • You will lead on engaging new service providers for our operational function, working with the PCN Manager on contractual terms

  • You will ensure all clinical and administrative workflows arecurrent and relevant

  • You will have overall responsibility for, and oversight of, our weekend Enhanced Hours service. This includes not only providing the requisite clinics but additionally reporting back to the ICB with data pertaining to our service provision

  • You will lead on the ongoing Covid vaccination delivery across our member practices, ensuring orders are placed in good time and that the correct distribution to each practice is in place.

  • You will have responsibility for dealing with operational complaints /significant events, working alongside our practices as necessary

Organisational Management

  • You will assist the PCN Manager with the day to day HR function within the organisation such as probation meetings, appraisals etc.

  • You will assist the PCN Manager with monthly payroll and other finance requirements as needed. You will also assist with pensions compliance and administration

  • You will assist with recruitment, from writing job descriptions to working with the operational team to onboarding new starters. You will work closely with the PCN Manager within this function

  • You will work with the PCN Manager regularly to monitor PCN funds, optimising contract monies at all times, keeping member practices informed as to our current financial status

Meetings

  • You will be required to attend, and at times present papers within, a number of regular meetings such as the PCN Leadership Board Meetings, the PCN Members Board Meetings and the PCN Practice Managers Meetings. You will also have oversight for organising these, ensuring papers are sent out to attendees in good time

  • You will need to attend the Covid vaccine regular meetings during campaign times to ensure you stay abreast of current relevant information

  • You will have oversight - working with the operational team- of the PCN Target afternoons, ensuring they deliver the most relevant content to the appropriate audience
