Job responsibilities
The PCN Manager's areas of responsibility include:
Strategy and Leadership:
To clarify objectives and priorities for network delivery in line with operational capacity, financial parameters and contract requirements
Research and apply evidence from national policy guidance that will influence the planning and delivery of PCN priorities
Promote the engagement of all PCN practices
Ensure proactive stakeholder management occurs, including frontline staff, team, service, organisation, senior leaders, external bodies
Provide and build upon key performance management data, as appropriate.
Lead in the day-to-day non-clinical management and administration of the Network. Support practices to produce policies and procedural guides when related to Network Roles and activities.
Support workforce planning for the Network
Support the Network to achieve the aims associated with the local place plan and help to develop the local care community around the Network.
Operations
To be responsible for planning and organising own workload, continually reprioritising your own work to meet changing local and national targets and deadlines
To act as the first point of contact with regard to the delivery of Networks' projects/schemes.
Manage contractual requirements on behalf of the network
To provide project management
Coordinate training and development of PCN staff
Coordinate the delivery of enhanced services and other service submissions on behalf of the Networks.
Support recruitment, induction and training of new PCN staff e.g payroll/pension, clinical systems, CPD/training.
Collate feedback/analysis data on behalf of the network to report to the CCG and other organisations as required
To support the chairing of network meetings
Responsible for arranging PCN meetings and minute taking along with supporting Clinical Director and clinical leads in meetings where appropriate to ensure outcomes captured and actioned.
Assist in maintaining and updating Clinical Director and other team members/managers electronic diaries ensuring effective use of their time.
Identify and record risks and issues, developing contingency plans with Network Leads
Drive issues through to resolution, acting as a point of expertise
To implement network-based projects
Assisting practice managers to deal with patient complaints if needed.
Be visible and accessible for practice and Network staff to provide day-to-day support.
Develop a good knowledge of the GP and Network contract, the Quality Outcomes Framework/Impact and Investment Fund, Information Governance, the General Data Protection Regulations, the Equality Act, Health & Safety.
Lead in the day to day running of Network clinical systems, including but not limited to training and adding new staff, managing appointment books and running searches.
Assisting practice managers when required with the Practices Patient Participation Groups (PPG) to ensure patients aware of Network activities and feedback sought on services when appropriate.
Finance and Governance
To support the collation of financial information
Procurement of equipment and supplies when needed.
Work with banker practice to assist with network finances including organising invoices.
Keep up to date with opportunities for funding and investment to support work of the Network.
To monitor and check the accuracy of the submissions for the DES and contractual requirements
Ensure CQC compliance and the necessary evidence to support compliance is available and kept up to date.
Compiling and presenting financial reports
To ensure that all reports and claims are submitted on a monthly and quarterly basis
To ensure that the PCN's physical and financial resources are managed and maintained for maximum
effectiveness through:
o Ensuring financial risks are recognised and appropriate action taken
o planning and monitoring income and cash flow to ensure that income is maximised and that funds are available as required
o Ensuring the Practice's allocation of resources is fair and equitable
o Maintaining accurate records of income and expenditure against projects and funding streams
o Report monthly to the Board the financial positioning (including budgeting, forecasting and scenario planning).
o Ensuring the PCN is aware of contract financial responsibilities and tax liabilities
o Compiling the monthly payroll instructions
o Facilitating end of year accounts
o To provide expenditure details to the PCN Board, highlighting variances from the project budget
o To organise the procurement of equipment, supplies and services within agreed budgets
o To maintain up to date knowledge of national streams
o To work alongside the lead Practice and their financial infrastructure in delivering the above
Relationship Management:
To work as a flexible member of the PCNs, providing support to other team members when necessary
To take an active role in the development and embedding of the PCNs culture, values and reputation as providers of high-quality services
To encourage all staff to collaborate through sharing information and intelligence across different activities
Build good relationships with all stakeholders involved in the PCN
Develop and deliver a communication plan using a wide variety of channels
To represent the network at external meetings
Listen and act on staff feedback from the frontline to build staff trust by adopting a proactive, facilitative approach.
Provide coaching and support to staff and stakeholders involved in PCN transformation and development
Liaise with other NHS providers and agencies in support of the work of the Network. Work alongside allocated CCG/Place Network Managers.
HR
Provide line management to PCN staff
Support recruitment which is aligned to a workforce plan
To facilitate progression for the PCN staff to promote staff retention
Provide HR support to staff employed by the network and lead in the day-to-day organisation of network staff e.g.
o Managing absences, annual leave, staff conflicts. Taking these to appropriate practice staff when needed.
o Organising mentoring, appraisals and training of these staff.
