Main Duties of the Job:
1. Outbreak Hub Leadership
Clinical leadership & expert guidance
Providing rapid, clinically informed advice during outbreaks to NEMS, ICB, UKHSA, and local trusts.
Proactively respond to seasonal variations in demand and engage early with UKHSA to plan for potential outbreaks informed by ongoing review of national data
Interpreting national guidance, Green Book chapters, and UKHSA updates for use in community settings and in line with the IPC principles.
Making safe clinical decisions on immunoglobulin use, vaccination delivery, and chemoprophylaxis pathways.
Contribute to innovative service models including stand-up clinics and lead planning for seasonal initiatives such as staff flu vaccination programmes for the winter period.
Oversee and continuously improve community pathways for existing outbreaks (Covid -19, influenza, meningitis, avian flu, Mpox, measles) and any emerging infectious diseases requiring pathway development
Act as a key clinical leader during incidents, ensuring rapid mobilisation and escalation where required.
Pathway, SOP & service development
Provide up-to-date written guidance for staff delivering the Outbreak Hub, ensuring all Standard Operating Procedures (SOPs) for outbreak management are regularly reviewed and maintained, including those relating to cold chain management, vaccine storage, handling, and delivery
Writing SOPs and ensuring alignment with national and local guidelines.
Reviewing product specifications, supply routes, and operational feasibility for each service.
Governance, quality & medicines safety
Ensure outbreak services meet CQC expectations for medicines safety, documentation, and audit trails.
Embed antimicrobial stewardship principles into all outbreakrelated prescribing.
Work closely with the Medicines Optimisation Team to ensure safe, effective, and compliant use of medicines within outbreak pathways, including formulary alignment, prescribing guidance, stock management, and governance of vaccine and antiviral use
Conduct and support evaluation of clinical outcomes to identify areas for improvement.
Promote innovation, audit, and research within outbreak services.
Ensure clinical standards, safety, and governance requirements are consistently met.
Monitor, review, and act upon clinical outcomes, incidents, and learning opportunities
Training, competency & workforce support
Reviewing and developing staff competency portfolios for vaccinators and swabbers.
Ensuring vaccinators meet national requirements (VGD, anaphylaxis training, patient information standards).
Exploring mandatory swabbing training and competency signoff for designated staff.
Work collaboratively with the operational colleagues to ensure appropriate staffing of services.
Provide support, supervision, and expert guidance to clinicians working within the Hub.
Logistics, supplies & sample management
Determining procurement routes for vaccines, immunoglobulins, swabs, PPE, and outbreak equipment.
Support the development and implementation of IPC arrangements for NEMS staff, while working in partnership with community providers such as Nottinghamshire Healthcare and CityCare to coordinate a wider system response beyond NEMS delivery capacity
Establishing processes for swab/blood sample transport, including carriers, labelling, paperwork, and storage conditions.
Ensuring robust audit trails for all samples, medicines, and equipment used in outbreak response.
Case management & contact tracing
Leading contact tracing for outbreak cases and managing followup actions.
Drafting, translating, and issuing patient letters and information packs.
Capturing case details and outcomes for governance and reporting.
Stakeholder engagement & system coordination
Liaising with NUH, Sherwood Forest, Bassetlaw, Doncaster, and other partners to align outbreak pathways.
Navigating differing immunoglobulin pathways across trusts and ensuring safe, appropriate referral routes.
In collaboration with the ICB, progress vaccination pathways in secure settings and with external providers ( IntraHealth).
2. Clinical Transformation
- Work closely with the Business Improvement Team to provide clinical leadership in the design and delivery of new clinical initiatives.
- Support the implementation of new models of care, ensuring clinical safety and effectiveness.
- Provide clinical input into the development and testing of digital pathways and solutions.
- Lead clinical engagement in piloting, evaluating, and scaling new digital services.
- Liaise with clinical leads, operational teams, and system partners to support transformation programmes.
- Act as a bridge between clinical teams and transformation programmes, ensuring alignment and engagement.
- Work with primary care partners to:
- Develop and enhance extended access services
- Ensure smooth operational delivery of existing services
- Identify opportunities for improved access and integration
- Support testing, evaluation, and refinement of new pathways prior to full rollout.
- Ensure transformation initiatives deliver measurable improvements in quality, access, and outcomes.
3. Strategic Activities and Service Improvement
Demonstrate understanding of the strategic purpose of NEMS services and service developments and how you contribute to their delivery.
Ensure all Outbreak Hub and Clinical Transformation activities are fully aligned with NEMS organisational aims and values
Lead on clinical practice developments in agreement with the Senior Leadership and Executive team
Work with Directorate /departmental and Trust managers and attend any relevant meetings.
Undertake training and development appropriate to your role as required.
Develop effective working relationships with key stakeholders both internal and external
Support any proposed development of NEMS services
Carry out necessary planning to implement operational changes
Remain up to date on strategic developments within urgent primary care, including publications from NHS England
Collaborate with local and national healthcare providers to further develop and streamline the service
Promote the importance of NEMS contribution to the system
Ensure services contribute to reducing health inequalities
4. Patient Experience
Work in accordance with confidentiality and information governance requirements.
Guide and support the clinical staff in monitoring, evaluating and improving the patient experience.
Ensure timely feedback is gathered from patients and carers in designated services, promoting the systems available and providing relevant analysis.
Participate in NEMS patient experience programmes.
Ensure services deliver high-quality, patient-centred care
5. Services Finances
work collaboratively with Corporate Services and Operational Service Managers to meet the departmental financial responsibilities.
Be responsible for the financial implications of decisions and actions.
Work in a manner that promotes financial stability of the organisation.
To be able to lead on business case assessments and creation of credible cases for investment for clinical service developments.
6. Health and Safety
Ensure Health and Safety polices & procedures are adhered to by self and staff.
Comply with employee responsibilities under the Health and Safety at Work Act.
Ensure that personal safety is maintained and that of colleagues and the public.
Ensure all accidents and/or dangerous incidents are recorded and reported, as guided by NEMS policy.
