Job summary

NEMS Community Benefit Services (NEMS) is a not-for-profit social enterprise and a Company Limited by Guarantee. It has been operating in Nottinghamshire for over 25 years, now providing a population of more than 1.2 million with urgent primary health care services. It operates out of 2 registered locations and four bases and deploys a team of more than 370 healthcare professionals, including 150+ sessional GPs, 90 + substantive staff, 30+ agency workers, and 140+ non-healthcare staff.

NEMS provides services to a population of circa 1.2 million under the following service portfolio headings;

  1. Care Co-ordination and non-clinical call handling
  2. Clinical Assessment and Care Navigation
  3. Support to Primary Care including General Practice Out-of-Hours and Urgent Treatment Centres
  4. Outbreak Management

The Board of Directors comprises non-executive Member directors and executive directors and is responsible for overall strategy and governance of the organisation. The Board of Directors is supported by two sub-committees Quality and People Committee and Finance and Performance Committee. An Operational Executive Team, comprising Executive Board Directors, together with other senior leaders, is being established to oversee the smooth running of the day-to-day activities of NEMS

Main duties of the job

The Director of Nursing & Quality is a Director of NEMS and will attend the NEMS Board ensuring that quality, safety and patient experience is central to all that the organisation delivers. He/she will need to be an experienced senior nurse, who has a broad understanding of healthcare and quality, especially within out of hospital and primary care settings.

The core purpose of this post is to ensure fit-for-purpose clinical standards at NEMS by providing leadership to all Nurses, Allied Health Professionals and care staff that work in the service, and to take the lead on quality governance. The Director of Nursing & Quality will lead initiatives to reduce avoidable harm and ensure the highest standards of clinical care, ensuring compliance with professional and regulatory standards, such as those set by the Care Quality Commission CQC.

In conjunction with the Medical Director, he/she will ensure that appropriate assurance is brought to the board in Quality, Patient Safety, through regular audits, management, and investigation of incidents, and appropriate insight into available data.

The Director of Nursing & Quality role bridges the gap between frontline clinical practice and the strategic direction of the organisation. By balancing managerial competencies with a deep understanding of patient and staff needs, the Director of Nursing & Quality will ensure that NEMS remains compliant with standards, are capable of providing safe, high-quality care, which is financially sound.

Clinical Governance and Quality of Care

Lead on quality governance, ensuring robust systems for patient safety, clinical effectiveness, and quality improvement are embedded across all services.

Ensure compliance with regulatory standards from national bodies (including NMC, NICE, and NHSE) and can demonstrate compliance against the requirements set out by regulating bodies and authorities.

To ensure effective preparation and planning for regulatory inspections and ongoing self-assessment and improvement against the Care Quality Commission domains, to ensure that the trust is safe, effective, caring, responsive and well led.

Maintain strong working relationships with regulatory partners and other stakeholders, ensuring effective intelligence gathering and proactive management of risk and opportunity.

Ensure an effective approach to internal quality assurance and the mechanisms for learning and delivery of improvement and change to address patient safety risks.

Corporate responsibility for Safeguarding Adults and Children and Infection Prevention & control, as delegated by the Chief Executive.

Put in place arrangements to support the development of a patient focused organisational culture, with strong professional values and behaviours.

Oversee the management of patient clinical-related feedback and ensure NEMS policies and procedures are informed by best practice and reviewed regularly.

Guide and support the Clinical Leadership Team and the Nursing and AHP workforce in monitoring, evaluating and improving patient experience, with effective feedback systems.

Professional Leadership & Workforce

Provide professional leadership for nursing professionals, care staff and allied health professionals, fostering a culture of trust, respect and multidisciplinary collaboration.

Lead the development and implementation of workforce strategies, clinical supervision, appraisal, and revalidation processes to uphold the quality of patient care and maximise clinical productivity.

Guide the clinical workforce - provide inspirational, visible leadership and develop a cohesive, supportive team environment.

Develop and support staff and students - responsible for workforce utilisation and development, including strategies for recruitment, retention, education, ongoing training & professional development, to ensure a highly skilled and effective nursing and AHP team.

Work with Executive colleagues and the NEMS People and Culture function to develop the clinical workforce strategy and ensure sustainability of future NEMS services.

Ensure effective team structures are in place and provide line management of key teams.

Clinical Leadership and Service Delivery

Responsible for the management of clinical services, resource allocation and ensuring services are delivered effectively and efficiently.

Set and demonstrate an organisational safety culture in line with the Trust vision and values to ensure high quality service delivery.

Develop and communicate the strategic approach to clinical service delivery, quality, assurance, innovation and improvement; ensuring a shared vision and measures of success which support and enable the overall strategic vision.

Jointly with the Medical Director, advise the NEMS Board on the impact of proposed service changes, regulation, legislation, and national policy in terms of the organisations ability to deliver clinical services.

Service Development & Improvement

Develop evidence-based care pathways and local guidelines that enable NEMS to enhance and re-design its range of services.

Along with the Medical Director, provide clinical scrutiny and/or sign off for new and developing services and processes.

Lead efforts to continuously improve the patient and family experience. Act as a patient champion, ensuring patient and public feedback is used to drive improvements.

Working with other Directors and Senior Leaders, ensure the development of leadership and improvement capability across NEMS.

Strategic Leadership

Provide professional advice to the Board, contributing to the strategic vision, values, and objectives of the Trust, ensuring alignment with national policy and statutory requirements.

Maintain key professional relationships and attend forums across the ICS and wider.

Develop effective external contacts and relationships to ensure that NEMS is best placed to benefit from best practice networks and partnerships.

Promote financial sustainability and productive working with all clinical staff at NEMS and maintain budget control.
