Job responsibilities

Main Duties of the Job:

1. Clinical, professional & managerial leadership

Be the senior clinician with day-to-day responsibility for the delivery of the clinical services in partnership with the operational service managers, in particular ensuring that care is delivered safely and effectively; that patients are treated with compassion and that overall patient experience is outstanding; and that delays or inefficiencies are promptly identified and managed.

Be easily identifiable and visible and accessible to staff, patients and visitors to services, demonstrating high standards of professional behaviour and leadership.

Work on average 50% clinically. This will include working alongside clinicians to provide a supportive environment across in-hours and out-of-hours periods.

Lead the development of clinicians and clinical practice within designated services, assuring the provision of a safe, effective and evidence-based service to patients.

Be the accountable lead for all clinical governance activity within their designated services, including audits, incidents, significant events and complaints. Maintain a culture of continuous improvement and reflective learning through the active encouragement of staff to report clinical and professional concerns, ensuring the learning from these are cascaded and embedded through the services to enhance safety and quality.

Assume responsibility for risk issues within the clinical environment, ensuring corrective action is taken and clinical risk is managed.

Work collaboratively with the NEMS Medical Director and NUH clinical leads to monitor and evaluate clinical pathways into NUH.

Acts as a second opinion senior clinical colleague to clinical staff within the team, directing them to provide care in a safe effective manner in accordance with the appropriate policy and guidance.

Liaise with other professionals to facilitate direct referrals to other health care providers within the policies of the organisation.

Recognise and act upon opportunities through consultation to promote public health.

Accountable for reviewing the performance and productivity of clinical staff within UTU.

2. Service Delivery

Lead the annual Performance Review & Development process for their services.

Provide professional and clinical advice to the operational service managers and have overall professional management responsibility for the clinical workforce in their designated services.

Ensures effective management and fulfilment of service rosters along with the relevant Operational Service Managers

Respond positively to organisational change and lead on delegated aspects of the organisational change process.

Work consistently to improve the service provided.

3. Strategic Activities and Service Improvement

Demonstrate understanding of the strategic purpose of NEMS services and service developments and how you contribute to their delivery.

Lead on clinical practice developments in agreement with management team.

Work with Directorate /departmental and Trust managers and attend any relevant meetings.

Undertake training and development appropriate to your role as required.

Develop effective working relationships with key stakeholders both internal and external

Support any proposed development of NEMS services

Carry out necessary planning in order to implement operational changes

Remain up to date on strategic developments within urgent primary care, including publications from NHS England

Collaborate with local and national healthcare providers to further develop and streamline the service

Promote the importance of NEMS contribution to the system

Work with operational colleagues to review clinician performance data and implement plans to effectively adhere to the agreed 4 hour performance target.

4. Patient Experience

Work in accordance with confidentiality and information governance requirements.

Guide and support the senior clinical staff in monitoring, evaluating and improving the patient experience.

Ensure timely feedback is gathered from patients and carers in designated services, promoting the systems available and providing relevant analysis.

Participate in NEMS patient experience programmes.

Act as the patients advocate when required to.

5. Services Finances

work collaboratively with Corporate Services and Operational Service Managers to meet the departmental financial responsibilities.

Be responsible for the financial implications of decisions and actions.

Work in a manner that promotes financial stability of the organisation.

To be able to lead on business case assessments and creation of credible cases for investment for clinical service developments.

6. Health and Safety

Ensure Health and Safety polices & procedures are adhered to by self and staff.

Comply with employee responsibilities under the Health and Safety at Work Act.

Ensure that personal safety is maintained and that of colleagues and the public.

Ensure all accidents and/or dangerous incidents are recorded and reported, as guided by NEMS policy.

Person Specification

Qualifications

Essential

• . Qualified GP with Inclusion on NHS Englands Performers List with no conditions attached or ED Trained Doctor from the level of Specialty Registrar or above
• . Portfolio of continued professional development
• . Experienced GP/ED SPR working in urgent care setting
• Leading quality improvement.
• Delivering against competing priorities and deadlines while also directing the work of teams/individuals.
• Liaison, communication and engagement.
• Significant demonstrable experience of using Microsoft Office Applications, Microsoft Windows, Email and the Internet (advanced level).
• Supporting others to deliver against project criteria.
• Working to set protocols and procedures
• 5 years plus experience of working in urgent primary care Experienced in clinical audit and decision making with regard to standards of GP clinical work
• Working to deadlines.
• Supervision of day to day patient management decision-making, planning, co-coordinating, facilitating, monitoring and evaluating skills

Desirable
