Main duties of the job

The Support Officer will provide administrative support to the PCN practices delivering and undertaking a range of administrative duties to ensure our enhanced access service runs effectively, including adding, reviewing, and changing extended access clinic sessions on EMIS and ongoing maintenance of appointment books.

About us

Groups of GP Practices in City and Hackney have recently come together to form 8 Primary Care Networks (PCNS) each covering a total population of between 30,000 - 56,000. The purpose of these PCNs is to enable GP practices to work together in a collaborative way to develop and deliver network-based services that respond to the needs of the local population.

Job description

Job responsibilities

The PCN Enhanced Access Officer will:

Be responsible for reviewing, adding, and changing enhanced access clinic sessions

Understand the Enhanced access contracts and requirements

Support with the quarterly reporting submissions to commissioners this requires working closely with the EA lead/operations & clinical system manager

On-going maintenance of appointment books, including copying forward sessions, amending clinic sessions, and embargoing appointments

Being the first point of contact for any issues/communications in relation to enhanced access with practice managers building a strong relationship with the practice managers is key

Liaising with PCN staff, practice managers, development manager and PCN senior administrator on assigned clinicians and practitioners for the clinics making sure they are assigned as early as possible but being reactive to any last minute changes where needed (due to holidays, sickness etc)

Checking on PCN Staff bank- Circular Wave if appropriate for assigned nurse & Phlebotomy clinicians so they can be added on EMIS

Support practices the PCN to locate locum GPs where required to take a lead on creating a locum GP bank staff for the PCN to utilise when GP cover is needed.

Routine weekly checks on EMIS to ensure practices delivering on behalf of their PCN are delivering the service in line with agreed guidelines

Ensuring practices are not breaching contract of enhanced access agreement and escalation to Development Manager and Clinical Director in a timely and appropriate manner but only as a last port of call- the EA officer will be the first point of contact with practices around any queries in relation to this

Setting up new user IDs and updating new and existing users on EMIS as required

Maintaining new user list

Changing session holders as required

Processing appointment utilisation searches as required.

Review and regular audit of utilisation of clinical sessions

Filing and logging receipt of invoices

Review and update of training guides and other guidelines and distribution to PCNs

Support with training practices around Enhanced Access

Leading on an audit programme to review delivery of the service in line with the contract, including undertaking random spot checks of practices, checking answering machine messages and checking performance within EMIS.

Routine checking of practice web sites to ensure effective promotion of the service.

Checking with other agencies to ensure promotional material is displayed effectively and distributing where required.

Adding 111 and reserving 111 appointments (if locally agreed with the PCN that you are supporting)in line with agreed provision within the PCN(pending agreement)

Troubleshooting any issues that may arise from use of the EMIS community system

Additional Clinic needs

Responsible for Community EMIS set up of FCP, dietitian, SMI HCA clinics, benefits advisor clinics and any other PCN additional services that need adding on behalf of the PCN.

Invoices to be submitted monthly to PCN development manager.

The role may manage their own tax or can invoice via the practice to add to usual pay processes.

Communication

Communicate effectively and timely with all stakeholders recognising the need for alternative methods of communication to overcome different levels of understanding and preferred ways of communicating. Anticipate barriers to communication and take action to improve communication.

Maintain effective communication within the practice environment and with external stakeholders

Act as an advocate for patients and colleagues.

Ensure awareness of sources of support and guidance and provide information in an acceptable format to all stakeholders, recognising any difficulties and referring where appropriate.
