Role Overview:

The Business Support Officer plays a key role in the Project Management Office (PMO) within Primary Eyecare Services, supporting the structured delivery of key organisational projects. The role is responsible for the end-to-end project management of tender submissions, service mobilisations, and wider projects across Primary Eyecare Services, ensuring effective coordination and delivery through a structured PMO framework.

This role is home-based but also suitable for hybrid working, allowing employees to split their time between the office, remote work, and attendance at meetings as required.

Main duties of the job

The Business Support Officer is responsible for managing tender submissions and service mobilisations, ensuring timely and high-quality outputs. This includes monitoring procurement activities, preparing summaries for the Senior Leadership Team, and leading the end-to-end project management of tender submissions. They collaborate with various teams to develop mobilisation plans, facilitate project meetings, track progress, and ensure stakeholders are informed and aligned. Additionally, they contribute to broader projects supporting service improvement, digital transformation, and operational enhancements, assist with implementing new tools and workflows, and provide data management support by designing reporting templates and dashboards, supporting contract performance monitoring, and ensuring timely updates.

Role Overview:

General Responsibilities:

Project Management of Tender Submissions

  • The Business Support Officer will oversee and manage these projects, ensuring timely and high-quality submissions.
  • Proactively monitor procurement activity related to eye care services via established sources such as Find A Tender and IHPN bulletins.
  • Access the Find A Tender portal at least twice a week to track relevant opportunities.
  • Prepare and submit a high-level summary of relevant tenders to the Senior Leadership Team (SLT) within two days of the tender release date, covering:Provider Selection Regime (PSR) process being used, Services in scope, Existing service provision, Financials, Key timeline milestones, Competitor assessment.
  • Lead the end-to-end project management of tender submissions, ensuring: Identification and engagement of internal contributors.Allocation of tasks with clear deadlines, Organisation and facilitation of regular Teams meetings, Maintenance of action logs and risk registers, Timely completion of all tender-related activities, Effective coordination and communication with the contributing team, Hosting and leading all internal procurement meetings, Ensuring compliance with procurement requirements and deadlines.
  • Manage procurement portal registrations, submissions, and communications.
  • Support the completion of ICB Provider Selection Regime questionnaires in line with 2024 procurement regulation changes.

Project Management of Service Mobilisations

  • Collaborate with Clinical Operations, Digital Operations, and Central Operations teams to develop detailed mobilisation plans.
  • Facilitate project meetings, track progress, and escalate risks and issues where necessary.
  • Ensure that all operational and clinical stakeholders are fully informed and aligned with mobilisation requirements.
  • Monitor and report on key project milestones, ensuring timely and effective service launches.
  • Develop standardised documentation and processes to streamline future service mobilisations.

Wider Project Management Support

  • As part of the PMO, the Business Support Officer will contribute to broader projects supporting service improvement, digital transformation, and operational enhancements.
  • Providing project management support for internal initiatives within Primary Eyecare Services.
  • Assisting with the implementation of new tools, systems, and workflows across operational teams.
  • Supporting continuous improvement projects aimed at optimising service delivery and efficiency.
  • Developing and maintaining project documentation, reports, and dashboards to support decision-making.

Data Management Support

  • Assist the digital team in designing and implementing new reporting templates and dashboards.
  • Support the development and use of contract performance monitoring tools.
  • Ensure timely updates to all templates and dashboards.

  • Provide ad hoc support for data reporting requirements for internal and external stakeholders.
