Job summary

The National Delivery and Vaccinations and Screening Directorates in NHS England are seeking a dynamic Chief of Staff (CoS) who will lead a team to support the Chief Delivery Officer (CDO) and National Director for Vaccinations and Screening (ND V+S) and their Senior Leadership Team (SLT). In this pivotal role, the postholder will lead the CDO/ ND V+S Private Office, working very closely with the Chief Executive's office, senior directors and their teams across all sub-directorates, other national directorates, and executives at regional, system and provider level to provide strategic advice to the CDO/ ND V+S and their senior leadership teams.

Main duties of the job

  1. Co-ordinating activity across the directorate and organisation in response to requests from HM Government and Ministers that consistently delivers successful outcomes in the context of developing/challenging priorities, working alongside multiple interested parties with differing opinions and operating with significant levels of ambiguities.
  2. Detailed and expert understanding of relative legislative and regulatory developments for example the Darzi review and the 10-year plan to ensure consistent alignment of organisational and strategic policy goals
  3. Significant ability to independently horizon scan and without any prompting actively lead teams to solve challenging problems on behalf of the national executive director.
  4. Lead as the expert; integrating systems and managing effective working relationships with the appropriate stakeholders on a range of business sensitive issues.
  5. Manage and represent the organisation in highly sensitive, political and antagonistic situations, delivering difficult messages to very senior audiences.

Colleagues with a contractual office base are expected to spend, on average, at least 40% of their time working in-person.

Staff recruited from outside the NHS will usually be appointed at the bottom of the pay band.

  • Educated to Masters level in a relevant area of academic practice with in depth additional expert knowledge in specialist areas/subject matters expertise in a number of relevant disciplines or equivalent experience working at a commensurate band.

Knowledge and Experience

  • Experience in juggling a wide-ranging, complex portfolio in a very high-pace environment with strong political acumen
  • Extensive knowledge of the background to and aims of current healthcare policy and appreciation of the implications of this on engagement, demonstrating sound judgement
  • Minimum of 5 years of experience in a senior leadership role, preferably within Government or public sector organizations
