Job summary
The System Strategy & Partnerships Team is part of the national System Development Team that sits within the System Architecture sub-directorate of NHSE. It brings together the policy, strategy and implementation teams responsible for all aspects of how NHS organisations operate within Integrated Care Systems, including the governance, functions and oversight of Integrated Care Boards and NHS providers, and how they relate to partners within their ICS at system and place-level. It includes strong delivery capability, responsible for working closely with regions to ensure that policy and strategy is co-created with systems and effectively implemented.
The System Development Team is also responsible for developing and maintaining NHS England's system oversight framework and implementation of NHS England's operating framework ensuring that our ways of working support and enable local NHS organisations to deliver as partners within ICSs.

Main duties of the job
You will lead the delivery of a mixed portfolio of policy, strategy and partnerships development work, with a particular focus on continuing the strategic development of Integrated Care Systems, Integrated Care Boards, Provider Collaboratives and NHS provider organisations. This will include consideration of how the functions, governance and partnership arrangements of NHS organisations may need to evolve to deliver care more effectively and efficiently in future.
Applicants will have experience of leading the development of policy and strategy in a health and care setting at national level, or be able to demonstrate that they have an immediately transferable set of relevant skills, knowledge and experience.
The successful candidate will be someone who can build and maintain effective professional networks with a complex array of internal and external stakeholders, communicate complex ideas and information clearly and succinctly to stakeholders and senior decision makers, and with an ability to work pragmatically in an environment that can characterised by change and periods of uncertainty as the overall direction of national policy evolves.

Colleagues with a contractual office base are expected to spend, on average, at least 40% of their time working in-person.
Staff recruited from outside the NHS will usually be appointed at the bottom of the pay band.
