Job summary
The Domestic Abuse and Sexual Violence (DASV) Programme was established by NHS England in 2022 to consider the NHS's response to one of its biggest staff and patient issues. There is significant Ministerial, MP, media, third sector, public and healthcare system interest in this work, with a government mission to halve Violence Against Women and Girls in the next 10 years.
In September 2023, a major milestone was achieved with the launch by NHS England of the Sexual Safety in Healthcare cross system organisational charter; more than 400 organisations have committed to working towards a zero tolerance approach to sexual misconduct in healthcare.
You will be working in a fast paced role within a supportive team, with a challenging delivery timetable in the coming year within a highly fluid and politically high-profile programme. Organisation, imagination, determination, a questioning attitude, enthusiasm, ability to work under pressure and meet deadlines are essential, as is the ability to provide stability and inspire confidence in stressful situations. Experience of working in the area of DASV, and the ability to work across policy and strategy as well as lead programmes, are highly desirable.
There is also a requirement for consistent and deep engagement with people with lived experience of DASV, both NHS staff and patients: the role will require a high degree of resilience and empathy due to the often-distressing subject matter.
Main duties of the job
The Head of Programme will lead the programme team and be responsible for the DASV programme including:
o The strategic vision the Programme and project management office within NHS England and develop a programme management strategy and operational policies that support this vision.o Responsible for the delivery of the DASV programme, working with colleagues and subject matter experts to scope, plan design and deliver those across multiple organisations.o Lead on the management of relationships with stakeholders to achieve a common purpose and realise mutual benefits across the wider health and social care system.o Ensure correct governance, including reporting on progress and managing risks and issues. Responsible for the delivery of the whole lifecycle of all programmes and projects relating to system change.o Lead multidisciplinary teams cross cutting programme delivery groups.
You will also be responsible for two key priorities:- both NHS England and system wide implementation of the Sexual Safety in Healthcare charter, working with and supporting Trusts and ICBs.- designing an implementing a significant DASV data improvement programme.

Colleagues with a contractual office base are expected to spend, on average, at least 40% of their time working in-person.
Staff recruited from outside the NHS will usually be appointed at the bottom of the pay band.
