Job summary
This is an exciting opportunity to join NHS England at a regional level and influence positive change and service transformation for people with a learning disability, those who are autistic and for children and young people who have special educational needs and disabilities (SEND)
This post is based within the Midlands Regional Learning Disabilities, Autism and SEND programme and which supports systems to deliver the LDAtransformation and statutory SEND requirements in line with national priorities. The post holder and will work with the Regional team will work with key stakeholder to implement all elements of the Programme with a particular focus on Programme Support to the Learning Disability, Autism and SEND Programme. The role, along with the Team will proactively work with Midlands ICSs and key partners to deliver transformed services and enable the right workforce to be planned and delivered to meet future needs.
This role will also engage with a wide and varied audience to includeindependent care providers, people with a learning disability and/orautism, families, carers, advocates, the social care, voluntary andprivate sector so will need to demonstrate strong communication skills, to develop collaborative relationship, with a partnership focus.
Main duties of the job
As Programme Manager the post holder will work as part of a dynamicteam in delivering effective support and development to the 11ICBs/ICPs in the Midlands across the whole programme - all age,learning disabilities, autism and SEND. Key responsibilities include:- Supporting the relationship management with ICB/ICPs- Supporting local systems to identify optimal transformation toenable their citizens to live longer and more healthier lives withinthe resources provided.- Work with and support ICBs/ICPs to deliver the keyrequirements in Building the Right Support, LTP and Code ofPractice for SEND/Childrens Act and other relevant guidance.- Support the systems and ensure that wider support from theprogramme is coordinated and landed effectively in eachICB/ICP- Develop and maintain good relationships with directoratesacross NHS England and wider partnership organisations.- Deputise for the Senior Programme Manager-System Support- Take a strategic leadership role on a specific area/areas (to beagreed.- Support the wider system planning and development.- Support strategy development in areas identified and agreede.g. CYP, Autism, Workforce- Developing and drawing on detailed knowledge of each systemthe role will be key to being a connector and sharing bestpractice

Colleagues with a contractual office base are expected to spend, on average, at least 40% of their time working in-person.
Staff recruited from outside the NHS will usually be appointed at the bottom of the pay band.
