Job summary

As Secretariat Lead the post holder will work as part of a dynamic team in ensuring effective operation of the NHS England's Board and Executive Governance Framework and assist in developing and maintaining excellent corporate governance policies and practices that support the strategic direction of the Board and its committees, as well as the organisation as a whole, and to enable them to discharge their statutory duties.

Main duties of the job

Working with the Assistant Director of Secretariat, the Secretariat Lead will ensure the Secretariat team is run smoothly to deliver efficient, effective and high quality professional and well-co-ordinated Secretariat and governance services.

Colleagues with a contractual office base are expected to spend, on average, at least 40% of their time working in-person.

Job description

Job responsibilities

The post holder will be responsible for:

  • Acting as a deputy to the Assistant Director of Secretariat on an as-required basis for certain meetings.
  • Develop and own a team level view of areas of improvement, risk and issues which affect good decision making and support the Assistant Director of Secretariat in formulating improvement plans
  • Ensure the team as a whole is integrated and shares knowledge from its activities generally to contribute to a wider understanding of organisational health and performance, to deliver extra insight into reporting.
  • Ensure all Board Secretariat functions for the portfolio of Board Committees and Executive Groups allocated to the post holder, including formulating agendas with the relevant chairs, liaising with National/Regional Directors and/or their offices on the content for meetings, circulation of papers and forward agenda planning.
  • Lead the processes to ensure the terms of reference for the portfolio of Board Committees and Executive Groups are regularly reviewed to ensure these Board Committees and Executive Groups are properly constituted and operate according to the approved terms of reference.
  • Make recommendations, and then co-manage with the Assistant Director of Secretariat, the annual review of Board and Board Committee effectiveness and appraisal of Board and Board Committee chairs.
  • Make recommendations to ensure the organisations have a well- defined and established corporate governance framework, including best practice Standing Orders/Rules of Procedure and Scheme of Delegations.
  • Lead the transparency agenda for governance with the preparation of the relevant sections of the Annual Reports and the other relevant interfaces with the public.
  • Develop and implement systems/processes to ensure the remit of the Board Secretariat is properly managed and best practice is shared across the team.
  • Take a lead in the coordination of training and development and recruitment activity across the team.
  • Oversight and management of all aspects of the functions budgets.

Knowledge
