An exciting opportunity for someone to join the Healthcare Inequalities Improvement Team as Deputy Director - Policy and Sector Insights.

As a Deputy Director, you will help lead and work as part of a dynamic team at the heart of decision-making at NHS England; leading the development of national programmes, working closely with local health systems; and solving crosscutting system issues which are not limited to a specific clinical area or policy.

The policy function is responsible for providing policy advice, guidance, influence, through leadership and expertise to ensure that healthcare inequalities are hardwired across all national policy and programmes, and embedded in delivery across the health system. The post holder will provide leader and direction to the policy function, in collaboration across the wider team and with key stakeholders to deliver core policy functions in line with our five priority actions and the Core20PLUS5 approach.

The role of the Healthcare Inequalities Improvement Team is principally threefold;

setting direction in relation to tackling healthcare inequalities across NHS England (NHSE) and the wider NHS;

creating a positive improvement culture which champions data as a means of gaining actionable insight to drive interventions leading to reductions in health inequalities; and

working with national teams and partners to deliver commitments to tackling health inequalities set out in the NHS Long-Term Plan.

Main duties of the job

  • Influence the Data architecture of NHS E, the wider NHS, the Civil Service and ONS. Thus requiring vast data & analytics expertise, especially in the evaluation of complex systems and with evidence of working at a senior level in the health inequalities space, oversee & ensure a robust data underpinning to the work of the healthcare inequalities improvement programme in collaboration with Chief Data Analytical Officer's team in NHS England and via strong networks into the data & analytics ecosystem of the Civil Service and ONS especially in relation to health inequalities
  • Provide Strategic Leadership with ability to be hands on in supporting the wider team, working flexibly across the team's portfolio and within tight timescales.
  • Represent the Healthcare Inequalities Improvement Team at a range of internal and external forums and maintain strong relationships with stakeholders and delivery partners.

  • Leadership and responsibilities for a dedicated portfolio of work whilst supporting the matrix working at strategic/operational levels across the functional units, teams and programmes providing expert strategic and policy support and guidance on policy areas of the Directors portfolio, operating within a political and sensitive environment. This could include, but is not limited to:-
  1. Oversee the digital health inequalities portfolio for the healthcare inequalities improvement team and will work closely with Transformation Directorate in NHSE and teams across NHS England & Improvement to hardwire digital inclusion into all care pathways, policies, and strategies.
  2. Be jointly accountable for developing and leading health inequalities improvement programmes/initiatives and drive forward the NHSE work on accountabilities and action on health inequalities duties
  3. A proven track record of leading diverse, highly capable teams successfully and someone who is an established leader in this policy space (Health and/or Healthcare Inequalities) so they can:-
  4. lead our contribution to definition & implementation of healthcare inequalities improvement policy, legislative Frameworks and institutional arrangements.
  5. engage with senior internal and external stakeholders, seek to influence policy alignment and buy-in to the healthcare inequalities improvement programme vision, and strategic objectives.
  6. lead our work on impact and evaluation with excellent analytical skill (qualitative and quantitative skills) and
  7. demonstrate SME in this policy area (healthcare inequalities) and support development/capability building within our national HII team and wider colleagues
