Job summary

This role is for a Commercial Manager within the Commercial Delivery and Governance Sub-Directorate.

The team are responsible for all NHS England commercial activity for direct 3rd Party spend and for national procurements on behalf of the NHS where it is agreed that this will be led nationally by NHS England. The Workforce, Training and Education (WTE) category specifically is responsible for spend on external NHS training and development.

The scale of the sub-directorate is significant. Combined across the three statutory organisations coming together we will be responsible for over 4,400 live contracts with a value of over £14bn (total lifetime contract value) and a pipeline of over 2,000 procurements with estimated total contract values of over £11bn. The team will have significant responsibility and opportunity to work on high value and high complexity commercial delivery that has a direct and positive impact on patient care.

The team will provide internal Commercial Governance and Assurance for all 3rd party spend by NHS England. This includes managing the governance and assurance processes including spend controls, and statutory compliance, commercial risk management assurance and operational commercial reporting. This includes internal NHS England operational management of the Atamis Commercial System.

Main duties of the job

The role is an important support role within the WTE category that will work as part of a dynamic, multi-disciplined team providing advice, guidance and support to the wider business around commercial processes and procurement.

This role is ideal for someone with some experience working in commercial with a good knowledge of the procurement processes that public organisations should follow and who enjoys working with teams and stakeholders. This role would be great for someone looking to develop their commercial career within a fast paced, highly professional Commercial Directorate.

This role reports to the Head of Procurement and key duties will include:

Running sub-threshold procurements

Supporting the business with commercial approvals and governance

Supporting the wider team with end-to-end commercial work

Shaping commercial strategies for low-medium risk procurement processes

Providing commercial policy advice

Supporting the commercial team to ensure compliance with reporting and governance

Participate in relevant working groups/projects

Present information and issues, explaining issues to a wide range of stakeholders

Strong communications and engagement skills.
