SOUTH EAST REGIONAL DIRECTOR OF FINANCE

Numbers and types of staff managed

  • Direct line management of two executive posts (ESM1) and two Band 9 posts plus supporting teams. Core finance team of c25 WTE plus commissioning finance team (c29 WTE).

Main duties of the job

The focus will be on guiding and managing the delivery of services working with and through the 6 ICBs in the South East Region.

  • Member of the regional leadership team, supporting the Regional Director in delivering national and regional priorities for health and care in the region, including driving continuous improvement in quality of care and health outcomes, improvements in performance against NHS Constitution standards and ensuring that local health systems live within their combined financial budgets.
  • Ensure the provision of expert, evidence based financial and business advice to the regional team, liaising with national colleagues
  • Deliver regional financial targets through ensuring that organisations and systems have effective plans and systems to achieve financial sustainability of services and deliver their control totals, supported by effective cost improvement programmes
  • Lead financial planning, performance management and reporting for the region for revenue, capital and cash, within national frameworks and policies
  • Lead value for money and efficiency programmes within the region, working closely with national and regional colleagues to ensure use of benchmarking, learning and best practice

  • Support the Regional Director and Regional Executive Team in the oversight and management of system and provider finances.
  • Deliver regional financial targets (both capital and revenue) through ensuring that organisations and systems have effective plans and systems to achieve financial sustainability of services and deliver their financial performance trajectories, supported by effective waste reduction programmes
  • Support the Chief Financial officer in the development and implementation of the national finance regime i.e. financial strategy and performance
  • Produce, implement and articulate a clear financial strategy for the region consistent with the long-term plan, mandate requirements and national financial frameworks, resource assumptions and investment priorities
  • Lead value for money and efficiency programmes within the region, working closely with national and regional colleagues to ensure use of benchmarking, learning and best practice.
  • Ensure rigorous appraisal of organisation and system financial plans to ensure they are viable and that financial risks have been soundly evaluated and mitigated
  • Overall responsibility for capital planning, delivery and assurance for the region including estates, digital and equipment.
  • Provide professional leadership of the NHS for all organisations in the region, building effective relationships and networks to ensure that the national finance direction of travel is relevant, credible, well communicated and bought into by the finance community
  • Promulgate the highest standards of finance professionalism within the region including the development of new initiatives through One NHS Finance and Future Focussed Finance
  • Lead the regional finance team ensuring effective, flexible working through the matrix structure across the region and national teams

Knowledge and experience

  • Significant experience at Board level or equivalent in a large complex organisation including leading a financial function
  • Significant experience at Director of Finance or equivalent level in the NHS or other public healthcare related industry
  • Extensive knowledge and experience of current NHS financial frameworks, targets and regimes - provider and commissioner.
