Job summary
The Director of Public Health Commissioning is a key member of the regional commissioning leadership team and is responsible for providing strategic leadership and direction for NHS England's commissioning of national public health services across the region.
The Director is responsible for developing and maintaining the right commissioning climate to ensure delivery of national programmes aimed at strengthening public health, delivering effective place-based commissioning and supporting the delivery of high quality public health services, enabling transformation.
As Director of Public Health Commissioning, the post holder will act as system leader for public health commissioning, supporting effective system wide engagement with a range of key stakeholders. They will provide clear accountability and oversight for public health commissioning and delivery across the Region.
The post holder will form a close working relationship with the Regional Director of Public Health.
The post holder will fulfil a key organisational leadership role as a senior figure in the public health transformation senior management team and will provide strategic leadership to staff engaged in direct commissioning operations across the region, including the Screening and Immunisation Teams, who transferred to NHS England from the former Public Health England in October 2021.
Main duties of the job
- Lead all screening and immunisation and CHIS S7a commissioning functions on behalf of the Regional Director
- Enhance the partnership working with OHID and UKHSA at a regional
- Be responsible for operational commissioning functions and delivery of public health services taking place locally across the region.
- Provide leadership and oversight of implementation of new programmes into S7a, including FIT, HPV as primary screen
- Provide direct leadership and oversight for ensuring safety and quality including responsibility for SIs and untoward incidents are managed appropriately in commissioned screening and immunisations services.
- Identify and reduce health inequalities with respect to S7a services
- Support national development of public health commissioning e.g. S7a review of Service Specifications
- Establish robust contract governance and regional governance and assurance of S7a deliverables and KPIs
- Ensure the input of public health teams in wider prevention agenda of NHS England, placing screening at the heart of the local and regional
- Ensure recommendations of any Internal Audits and other assurance reviews (i.e. Breast Cancer Screening Independent Review) are reviewed and actioned appropriately across the Region

This is done through leading operational policies and working directly with local teams who directly commission programmes from a range of providers.
