NHS England

Job summary

NHS England is establishing a review panel that has oversight responsibilities for the procurement of health-care services under the Provider Selection Regime (PSR) and for patient choice.

We are looking to appoint a Chair that will oversee the panel's two functions. This is an exciting opportunity to help influence patient choice and procurement in the NHS, making them work well for patients and taxpayers. As Chair, you will provide advice, scrutiny and challenge to Integrated Care Boards to ensure Choice is delivered for patients. You will also advise relevant authorities on how they have followed PSR regulations.

Applicants from outside the NHS are welcome.

Main duties of the job

The Chair will be a champion for improving services and outcomes for patients and the taxpayer, and will represent the panel to senior stakeholders in government and the health care system.

The Panel will include Panel Members who will play a vital role in making decisions about the advice and recommendations that the Panel makes. The Chair will contribute to the recruitment and review of panel members and panel staff and ensuring the Panel establishes and maintains effective processes.

This is a high-profile, strategic role and as such will require extensive senior-level experience, and credibility across the health and care system and with government.

We welcome candidates from the health and care sectors, and other complex, high profile sectors with the relevant skills and experience.

The Chair will be involved in weekly decision-making through meetings with Panel members or via correspondence, and occasional meetings with NHS England executives. The Chair will also be expected to meet stakeholders, NHS and independent sector provider organisations and law firms - and represent the Panel' at external conferences. The role will require approximately 6 days per month. We will consider offering the role on a secondment basis with reimbursement made for the time commitment.

About us

Background

Provider Selection Regime

The Provider Selection Regime (PSR) is a set of new rules that relevant authorities must apply when arranging healthcare services. Relevant authorities are NHS England, Integrated Care Boards (ICBs), NHS trusts and foundation trusts, and local or combined authorities. The PSR will introduce increased flexibility and transparency to the procurement of healthcare services and is designed to support greater integration and the establishment of stable collaborations.

The independent review panel will provide timely recommendations to relevant authorities on how they have applied the PSR rules, based on cases brought forward by providers.

Patient Choice

NHS England has oversight responsibilities to make sure that patients receive the choices they are entitled to. The NHS Constitution sets out the principles and values of the NHS. In relation to patient choice, it says:

"You have the right to make choices about the services commissioned by NHS bodies and to information, and support to make these choices. The options available to you will develop over time and depend on your individual needs."

NHS England is responsible for responding to and investigating complaints about patient choice, through its National Choice Team.

The independent review panel will undertake comprehensive reviews of complaint assessments made by the National Choice Team and then decide what action should be taken.
