Job summary
The Operational Contract Manager will work within the Digital Directorate forming the bridge with HRA Procurement Team and will support the operational management of nominated contracts within the Digital Portfolio. This includes performance management and development, oversight of the interfaces between the suppliers and contract users.
The post holder will contribute to the management of a portfolio of contracts including Research Systems contracts, with varying levels of operational and reputational risks. This role is responsible for the most significant and complex contracts within the HRA, taking a strategic approach to understand the organisational objectives and providing leadership and expertise in operational contract management for HRA Digital Directorate.
This includes the Research Systems Transformation Programme whose aim is to deliver: A World Class Regulatory System - A modern, data driven, scalable research system essential to UK competitiveness to enhance system-wide data sharing, increase transparency, improve market intelligence, reduce unnecessary duplication and provide greater value to the public purse.
This post is available working from one of our office hubs based in Manchester, Newcastle, Nottingham or Bristol or on a home-worker basis, with occasional need to visit any HRA site.
Main duties of the job
The OCM will work in collaborationin relation to contract management, planning, development, review and exit activities. The OCM will co-ordinate performance management and monitor operational delivery, and has responsibility to provide assurance on the quality and standards of contract delivery. They will directly manage all aspects of contract delivery on a day to day basis and will monitor daily dialogue with providers and business partners. The OCM will take responsibility for reviewing, analysing and monitoring performance data, quality assurance and data analysis of provider delivery. Key elements of the role include:
Managing all operational contract aspects of programme delivery in accordance with the contract to ensure quality of deployment. The portfolio of contracts contains at least 9 current contracts with over half of these being worth between £700k and £8.5m.
Main point of contact for suppliers for any operational contract issues that may impact the programme and resolve or escalate in accordance with quality, complexity or severity
Establish regular contract review sessions with stakeholders to instil confidence in programme progress against agreed outcomes and identify potential issues which could impact delivery.
Will take responsibility for reviewing, analysing and monitoring performance data, quality assurance and data analysis of provider delivery as well as developing strategies for re-competition of proposed new contracts.
