Job summary

Chief Digital Transformation Officer of the Health Research Authority.

The Chief Digital Transformation Officer is a senior leadership role at the HRA. You will be required to make a broad and strong contribution, supporting the Chief Executive to drive through the organisational strategy and business plan. You will lead our current digital infrastructure and play a leadership role in our programme of digital and business transformation - the Research Systems Programme.

As an arm's length body of the UK Government, we follow government digital service standards and the Government's functional standards. Of particular importance to this role is the Government's functional standards on project delivery and managing successful programmes. The successful candidate will be expected to embrace and deliver according to these.

We also work with other organisations to regulate, enable and deliver research. A shared goal of all organisations is to provide a seamless and joined up experience for researchers, and patients and the public who take part in research. We play a significant role in that through running Integrated Research Application System (see below). We and our partners have further ambitions in relation to integration and interoperability to improve user experience, reduce duplication, and increase system intelligence.

Main duties of the job

As the Chief Digital Transformation Officer for the Health Research Authority (HRA), you will:

- Co-lead the HRA with the Executive Committee and the HRA Board to deliver our objectives in line with our values.

- Lead the HRA's digital directorate and deliver the organisation's digital strategy in line with government standards.

- Drive digital innovation and champion the use of digital technology to achieve the organisation's goals.

- Oversee investments in digital technologies and provide resilient technology infrastructure.

- Lead the HRA's programme of digital transformation and lead the intelligent customer approach for contractors and delivery partners.

  • Experience to the same level, or professional qualifications relevant to role, for example ITIL, programme or project management, or digital standards.

  • Substantial evidence of ongoing professional development relevant to digital transformation and human centred digital services.

Knowledge, Skills and Expertise

  • Proven leadership of successful digital transformation projects and / or programmes according to Government Digital Service standards and Government Functional Standard...

Experience

Essential

  • Executive / Board level responsibility for digital transformation and digital service design and delivery.

Desirable

  • Extensive experience working at a senior level in a medium to large, complex organisation, with both internal and external stakeholders. Experience of working in a highly regulated industry or public sector.

Analytical and Judgemental Skill

  • Significant experience in developing and negotiating business cases and funding proposals, with the ability to balance expectations with cost efficiency to the satisfaction of stakeholders

Interpersonal Skills
