Synchronicity Care Ltd, a wholly owned subsidiary of County
Durham and Darlington NHS Foundation Trust, is seeking a Procurement and
Sourcing Officer to join our forward-thinking Procurement Team.
In this exciting and pivotal role, you will lead on
procuring goods and service which directly impact the improvement of patient
care.

Main duties of the job
The ideal candidate will have demonstratable experience
within public sector procurement inline with current Procurement
legislation.
Responsible for procuring goods and services
engaging with a wide range of stakeholders to deliver excellent patient care.

Job responsibilities
The Procurement Officer is part of CDD Services and is
responsible for the provision of an effective, efficient and professional
procurement service that delivers on-going cost efficiencies, quality and
service benefits through the facilitation of Request for Quotation exercises,
under and over threshold tendering exercises as well as utilising framework
agreements where appropriate.
The Procurement Officer will also have responsibility, with
the support of the Senior Procurement Officer, for the operational planning and
prioritisation with an aligned business area, assessing stakeholder
requirements throughout.
The post holder will support the provision of
sound advice concerning successful contracting within a public procurement
environment and Trust / or other consortium member organisations.

- Working knowledge of operating within organisational policies, such as, Standing Financial Instructions.
- Understanding of the UK Contract Regulations and its application within public sector procurement.
- Understanding and active working experience of leading under/over threshold public sector quotation and tendering requirements and the ability to apply the Treaty Principals as set out in the UK Contract Regulations/Law.
- Experience of operating within organisational policies, such as, Standing Financial Instructions.
- Experience in the development of stakeholder relationships to facilitate controlled project progression.
- Experience of working to both agreed individual and team targets.
- Experience of analysing basic information and spend data to support decision making.
- Experience of participating in group meetings to achieved a set outcome.
- Experience of supporting the identification of service improvement
