Main duties of the job
The ideal candidate will have demonstratable experience
within public sector procurement in above threshold tendering, managing complex
capital procurement projects and leading the development of estates and capital
procurement strategies. The candidate will have excellent stakeholder
engagement skills, the ability to lead and drive regular meetings to discuss
project plans, priotiritsation of work, and in addition be able to use
e-Tendering systems and work on their own initiative.
The ideal candicate will act as an advocate to drive
improvements in the development, approval and implementation of procurement
documentation, policies and ways of working to achieve best practice and
compliance. Managing and mentoring a
small number of procurement professionals, supporting individuals to develop
their knowledge and skills to progress and improve peformance will be a key
element of the role and is a perfect opportunity to develop and enhance your
management and leadership skills.

Essential
- MCIPS (Member of Chartered Institute of Procurement and Supply), close to completion or demonstrable equivalent experience.
- Evidence of continued professional development.
Desirable
- Project Management Qualification (such as PRINCE2) or equivalent experience
- Higher level Management / Leadership Qualifications (such as Honors Degree, Post Grad or Masters) or equivalent experience and academic ability for the demands of the post.

- Proven experience of managing within a complex procurement environment at a senior level that demonstrates:
- expert knowledge in Public Sector Procurement legislation and its application
- proven experience of managing large complex procurement programmes that cut across a variety of stakeholders
- detailed understanding of Estates procurement challenges, including major builds, Ward refurbishments, replacement of critical Estates infrastructure
- the ability to develop and deliver an Estates procurement work plan whilst identifying efficiencies / value / improvements
- detailed understanding and application of JCT, NEC suite of contracts and NHS Standard Terms and Conditions
- proven experience of developing commercial relationships that provide benefits (including financial) to the organisation
- proven ability to influence and negotiate, delivering results

- Proven track record of forging robust stakeholder relationships with the skills to on-board and motivate stakeholders throughout a programme of work.

- Strong communication skills and persuasiveness in presenting, negotiating and resolving complex issues.
- IT Skills literate in Microsoft packages including Outlook, Word, Excel & Powerpoint
