Job summary

An exciting opportunity has arisen for a Senior Procurement Manager to lead on the procurement of Major Projects for Estates & Capital due to the vast number of projects in the Capital Programme to develop and enhance our estate and wider services.

We are seeking a highly motivated individual who has the drive, enthusiasm and ability to work in a strategically challenging and rewarding environment, whilst offering a unique opportunity for them to broaden their procurement career.

The ideal candidate should enjoy working as part of a team, be motivated, adaptable, able to influence, conduct strategic negotiations, have excellent inter-personnel skills and the ability to communicate clearly and effectively at all levels.

The role is flexible and we offer hybrid working.

Main duties of the job

The candidate needs to have demonstratable experience within public sector procurement in above threshold tendering, managing complex capital procurement projects, leading the development of estates and capital procurement strategies, excellent stakeholder engagement skills, lead and drive regular meetings to discuss project plans, priotiritsation of work, use of e-Tendering systems and working on their own initiative.

You will act as an advocate to drive improvements in the development, approval and implementation of procurement documentation, policies and ways of working to achieve best practice and compliance. Managing and mentoring a small number of procurement professionals, supporting individuals to develop their knowledge, skills to progress and improve peformance.

  • Highly developed specialised knowledge of Public Contracts Regulations (PCR) 2015 and its application within the public sector. This knowledge must be underpinned by theory and a wealth of experience.
  • Specialised knowledge of JCT, NEC suite of contracts and NHS standard Terms and Conditions and the application within an Estates and Capital Projects environment.
  • Proven track record of forging robust stakeholder relationships with the skills to on-board and motivate stakeholders throughout a programme of work.
  • Working knowledge of project management and project forward planning underpinned by applied experience.
  • Strong communication skills and persuasiveness in presenting, negotiating and influencing all levels of Trust staff and external agencies

  • Higher level Management / Leadership Qualifications (such as Honours Degree, Post Grad or Masters) or equivalent experience and academic ability for the demands of the post.

  • Proven experience of managing within a complex procurement environment at a senior level that demonstrates:
  • expert knowledge in EU / UK procurement legislation and its application
  • proven experience of managing large complex procurement programmes that cut across a variety of stakeholders
  • detailed understanding of Estates procurement challenges, including major builds, Ward refurbishments, replacement of critical Estates infrastructure
  • the ability to develop and deliver an Estates procurement work plan whilst identifying efficiencies / value / improvements
  • proven experience of developing commercial relationships that provide benefits (including financial) to the organisation
  • proven ability to influence and negotiate, delivering results
  • strong relationship management designed to deliver and implement project delivery in an challenging environment
  • experience of data analysis and spend analysis to drive and influence change
