Job summary
The Estates Compliance Officer will be responsible to the Estates Compliance Manager and assist in thedelivery of a safe and compliant estates service. The role will involve the monitoring and utilisation of a range of audit strategies and reporting tools to ensure the operational estates team and wider specialisms are delivering our services in line with statutory requirements, HTM's, HBN's, ACOPs and industry best practice.
There will also be a requirement to take a significant role in monitoring and reporting on departmental outputs that feed into various assurance groups at local and board level. This will include monitoring and reporting on agreed key performance indicators (KPI) with HDFT, ERIC, PAM, Training, Minor Works Processes and Funding, Waste Management, Energy as part of the HIF estates and capital service.
It is essential that the successful candidate can manage a fluid and challenging workload where priorities can change regularly throughout the working day.
The post holder should also have effective work prioritisation skills, networking skills, negotiating skills, analytical skills, facilitation skills, project management and change management skills and be IT literate and be able to work autonomously.
Main duties of the job
- Monitoring of capital and estates compliance in terms of service delivery ensuring that systems and processes comply with all relevant statutory and regulatory requirements. This includes all statutory maintenance, inspections and planned maintenance delivery and full SLA analysis as agreed with the Trust
- Ensure all KPI are monitored with a particular focus on reactive and planned maintenance monitoring and reporting in line with our contract obligations with HDFT.
- Support in providing a fully managed service for accommodation changes, small works and capital request approval process and feasibility studies. This is to be carried out in conjunction with the Building & Projects and client side teams.
- Assist in the recording and management of all requests for minor works under 5k and monitor the approval process supported by regular output reports to the Trust.
- Schedule audits and develop action plans to ensure authorising engineers have attended and inspected all critical engineering functions as per HTM requirements.
- Monitor all statutory building and engineering tests and inspections in line with statutory requirements i.e. PSSR and LOLER. This will be via the departmental cloud compliance dashboard.
- Monitoring and reporting of documentation systems including policies, procedures, registers, log books and maintenance records within areas of responsibility, physical or shared data as appropriate.
