Job summary
Gloucestershire Managed Services (GMS) is seeking an Estates Officer with an electrical bias to oversee and lead the operational delivery of engineering, building, and grounds maintenance services.
This pivotal role ensures safety, compliance, and optimal functionality across healthcare facilities. As a technical expert in electrical systems, you will contribute to the delivery of high-quality, efficient, and customer-focused services, supporting patient care in a dynamic environment.

Main duties of the job
- Lead and co-ordinate reactive and planned electrical maintenance tasks, to ensure compliance with statutory requirements and HTM guidelines.
- Manage and supervise a team of in-house staff and contractors, ensuring effective performance and resource allocation.
- Act as an Authorised Person (AP- HV/LV) for electrical systems, maintaining safe systems of work and compliance with regulations there will be a requirement to become AP for an additional discipline
- Provide technical expertise for electrical projects, including design, procurement, and contract management.
- Develop and implement maintenance plans and policies to ensure cost effective and efficient service delivery
- Participate in an on-call rota, providing managerial or technical advice for emergencies or incidents.

- Ensure electrical maintenance tasks align with statutory requirements, HTM guidance, and industry best practices.
- Lead and support staff development, fostering a skilled and effective workforce capable of meeting operational demands.
- Monitor contractor performance to deliver safe, quality, and cost-effective services.
- Oversee electrical safety, risk assessments, and inspections to maintain a safe environment for staff and patients.
- Maintain detailed records of maintenance activities, certifications, and system compliance for audits and KPIs.
- Provide technical advice to senior managers and contribute to infrastructure project planning and development.
- Promote sustainability practices in maintenance operations, aligning with organisational goals.
Working Environment:
- Predominantly based in Cheltenham, with some cross-site work across Cheltenham and Gloucester.
- Occasional travel between sites to oversee operations (shuttle bus available)
- Exposure to varying site conditions, including noise, damp environments, working at heights, and confined spaces.
- Participation in the on-call rota is essential, including out-of-hours attendance for emergency maintenance andsystem failures.
- Adherence to infection control protocols when working in clinical areas, ensuring safety for staff and patients

- Build effective working relationships with GMS leadership, operational teams, and senior managers.
- Collaborate with external suppliers, contractors, and Authorising Engineers (AE) for electrical systems

- Evidence of specialist training relevant to electrical systems.

- Minimum of (or working towards) ILM Level 3 or equivalent management qualification
Experience

- Substantial experience in an estates environment or equivalent
- Previous experience as an Authorised Person (AP) in the relevant area
- Strong working knowledge of modern electrical services, techniques, and standards
- Proven leadership experience, including performance management and workforce supervision
- Experience in maintenance planning, resource management, and managing projects or contracts.

- Involvement in projects and planning processes within a healthcare setting
- Experience in developing costed asset management plans
