Job summary

We are recruiting for the role of Contract Manager who will be responsible for the operational management of the facilities contracts and the service delivery with either appointed FM contractors or the EFCD (Estates, Facilities, and Capital Development) team.They will also ensure that UEL provides an efficient, effective safe and well-maintained facilities management service that can deliver the UEL vision and enable front line clinical and other teams to concentrate and deliver on their core business of 'patient first'.

The working hours will be Monday - Friday working 7.5 hours per day on the main University Hospital Southampton site.

Job responsibilities

Service Delivery

1. To manage the facilities management service for the UEL areas of operation either by contractors or UHS EFCD provision.2. To communicate and receive highly complex information to all stakeholders associated with UEL estates.3. To ensure the compliant management and operation of all UEL estates and FM. To utilise specialist knowledge to ensure legal and health and safety compliance.4. To mirror our service provision with the best in-class global Real Estates & Facilities Management organisations in comparable organisation.5. Bring to UEL a portfolio of quality service provision that anticipates and satisfies our customers expectations and needs. To ensure continuous improvement occurs across the operation of the UEL estate.6. To be responsible for service delivery across UEL, along with policy development, in association with formulating strategic planning7. To liaise with the UEL Project Liaison Manager to ensure effective inception, delivery and completion of capital and backlog projects. To ensure incorporation of new UEL areas within service delivery of FM.8. Manage a professional network of consultants, suppliers, and contractors, including working with EFCD, to improve value and outcomes at every level.9. Be transparent, highly effective, lean, and innovative with the operation and implementation of services.10. Deliver innovation, simplicity, and collaboration across UEL. Utilise Information Resources to achieve the goals of UEL. Driving efficiencies, by reviewing emerging technology on a regular basis.11. Develop and establish short, intermediate, and long-term facilities management service delivery plans based on UEL and Trust plans.12. Leadership

13. To work under pressure, to meet the required UEL performance standards, to work on service delivery and projects and to guide other members of the team, both UEL and those working with UEL. 14. Working collaboratively with all service providers, contractors and in-house teams to ensure compliant delivery of contract service, managing the contract as required. Producing and analysing management data on a daily/weekly/monthly basis dependent on the service, by using BMS, MS Excel, FM Contractor, AutoCAD operating systems.15. Oversee both FM Contractors and UHS Estates ongoing service delivery and be a point of escalation for customers of UEL when required, providing both day-to-day and ongoing leadership of the FM service.16. To work closely as a senior member of staff with UEL colleagues and others identified as having key relationships.17. Manage and oversee the development of the apprentice Facilities Contracts Manager18. Undertake and facilitate annual appraisals and sickness reviews of the relevant staff19. Manage the apprentice annual leave requests as well as being part of the UEL roster when required.20. Support UEL Estates processes and deputise on occasion for UEL Head of Estates

Other Duties

1. Effectively manage the FM budget for their areas of responsibility and oversight of the wider UEL budget management.2. Consider, plan and implement the FM service delivery with service delivery contractors and UHS Estates in-house team. Implement best practice against requirements of UEL and clinical teams.3. Work autonomously and efficiently, prioritising and reprioritising workload around daily interruptions. Work as part of the wider team to ensure adequate service provision 24/7.4. Identify risks, communicate and implement relevant action. Appraise UEL Head of Estates and UEL senior leadership team, of any issues that may arise that has the potential to impact on the delivery of an optimum service.5. Manage extensive FM contracts across many service partners. To ensure compliance across service delivery against HTM, SFG20 etc.6. Work across site between UHS, UEL warehouse and IHSS site, to include Adanac Park in the future.
