Non Clinical Workforce Development Lead - (SWPPC)

Job summary

This post is Secondment for up to 6 months in line with available funding.

We are currently seeking a dynamic Non-Clinical Workforce Development Lead for Primary Care to work at a national level, to support the delivery of the Practice Manager competency framework and the non-clinical workforce development actions within the Strategic Workforce plan for Primary Care.

The programme of work will focus on the finalisation, implementation and evaluation of the Practice Manager Competency Framework, alongside the development and deployment of associated education and training resources. The role also includes providing expert leadership in the delivery of strategic actions related to the non-clinical workforce within primary care. In addition, it will involve horizon scanning to identify emerging needs and opportunities for the non-clinical workforce, in alignment with the priorities outlined in the Strategic Workforce Plan for Primary Care.

This post is being offered for a fixed term period. Applications from any NHS employees (excluding those employed by independent contractors) will be considered only as a secondment opportunity. In this case, all NHS employees must have their line manager's approval before making an application.

This post is for a fixed term / secondment period. It may be extended or made permanent at the end of that period depending on available funding and business requirement, but there is no guarantee of continued employment in HEIW.

Main duties of the job

We are looking for a candidate who has successfully managed a primary care contractor practice with experience of transformational change. You will have excellent communication, negotiation and presentation skills to engage with a wide variety of stakeholders.

To lead the implementation of the non-clinical workforce development action as part of the Strategic Workforce Plan for Primary Care Wales.

To translate the strategic actions into goals and initiatives to ensure sustainable implementation and delivery across the healthcare system.

The post holder will establish relationships and work strategically with Welsh Government, Health Boards/Trusts and other national organisations, to develop the process for implementing the action.

This role involves collaborating with key stakeholders through the adoption of a workforce transformation approach to develop and implement solutions aimed at addressing current and predicted future workforce challenges, such as recruitment, retention, training, and performance management.
