An exciting opportunity has arisen for a dynamic, highly motivated, enthusiastic professional to work in a high profile role within a unique organisation at the forefront of providing Digital Leadership and Digital Services across NHS Wales.

We are seeking an innovative self starter to join our senior finance team and lead the finance business partner function with an emphasis on value creation and service improvement.

You will be responsible for the finance business partner team, supporting strategic and financial delivery, working closely with operational and non-operational teams as well as the wider finance team to drive positive outcomes.

The role is a senior finance role within Digital Health and Care Wales, and we are seeking a fully qualified accountant to join our team.

Strategic Leadership & Financial Stewardship

The Head of Financial Business Partnering & Value is a senior finance leader responsible for driving strategic financial management across DHCW.

  • The postholder will lead the finance business partner function, ensuring it is proactive, influential, and aligned with DHCW's strategic and operational plans.
  • Provide organisation-wide financial advice and support, working closely with the Associate Director of Finance, divisional directors, and senior managers
  • Oversees the development and delivery of robust divisional financial processes and controls.

Main duties of the job

Financial Analysis, Planning & Value Assurance

The role is pivotal in ensuring financial decisions are sound and strategically aligned:

  • Delivers high-quality budgeting, forecasting, and financial analysis to support organisational sustainability.
  • Leads the value team in supporting business case development, ensuring alignment with Welsh Government expectations and robust investment decisions
  • Supports benefit tracking and reporting for the Improvement Portfolio, including validating, baselining, and profiling.
  • Oversee the production of benefits framework and reporting methodology and further support evidencing the value of digital to NHS Wales and its citizens.

Team Leadership & Development

The post holder manages the finance business partner team and fosters a culture of excellence:

  • Sets strategic direction and ensures professional excellence through continuous improvement and innovation.

Governance, Risk & Compliance

The role includes oversight of financial governance and risk management:

  • Ensures compliance with Standing Financial Instructions (SFIs), financial control procedures, and delegated powers.
  • Participates in strategic forums and programme boards to address financial risks and funding models, including sustainable funding strategies.

  • Further evidence of relevant higher-level education and/or training.
  • Practical experience, working at this level, across the range of work procedures and practices.
