Job summary
The Strategic Commercial Manager is a senior commercial role in Digital Health and Care Wales, a Special Health Authority dedicated to the delivery of Digital and Information Systems/solution and best practice across health and social care in Wales. This role is both strategic and operational in its nature and will require strong and resilient leadership and management skills to develop relationships with a wide range of stakeholders internally and externally as well as having a range of technical commercial, procurement and contracting skills gained ideally via operating at a senior level within the Procurement field and within the public sector. You will need to feel comfortable offering advice, guidance and expertise in delivering multi-million £ contracts at a national level and the risks associated with them together with contractual activity to meet the operational needs of the organisation.
Main duties of the job
The post holder will also be required to demonstrate experience of developing options appraisals and business cases. The post holder will need to be educated to Masters Level or equivalent and is required to be able to demonstrate these skills and experience in the written application and via a robust interview process. The organisation is ISO accredited, and it is essential that all employees operate and ensure that their teams operate to meet these standards and continually strive to improve and "learn".
The ability to speak Welsh is desirable for this post; English and/or Welsh speakers are equally welcome to apply.

Working in an agile, complex and category-based environment and reporting directly to the Head of Commercial Services you will be responsible for providing ensuring that each Category team delivers its procurement activity to ensure that it is compliant with extant Procurement Law and Standing Financial Instructions and VFM principles. Whilst the job is more focussed on delivering Procurement activity you will also be required to have a strong practical understanding of managing complex contracts. You will be required to allocate resources in accordance with demand and capacity issues and to ensure that the team is continuously developed and motivated. You will also be required to lead on multimillion £ digital investment procurement activity with multiple stakeholders across Wales in accordance with the organisation's Business Plan, digital strategic directives and Welsh Government Policy Directives.
