We are looking for a passionate and experienced Head of Software Engineering to join the operations directorate. The post holder will work collaboratively to implement the strategic vision. The Operations Directorate is responsible for all operational service delivery for DHCW in response to NHS Wales strategy and standards as set by Welsh Government and the NHS Wales Chief Digital Officer (CDO), and for implementing and delivering an ambitious and transformative digital strategy for the organisation.

This role reports to the Chief DevOps Officer and is responsible for delivering high quality software products, platforms and solutions, of Enterprise or National scale, across diverse teams and in complex environments.

Working in partnership with a range of stakeholders is essential to ensuring we understand, listen, and respond to needs. We work in collaboration with health boards and trusts, public bodies, Welsh Government, social care and community services, academia, industry, and the public.

Main duties of the job

You will support Operations to work with openness and transparency, developing effective strategic partnerships, networks, and forums to enable successful collaborative working ensuring that we advance our business objectives.

This role requires a proactive and passionate individual, able to work autonomously in a complex environment, and highly focused on achieving results.

This is an enabling function and practice that will provide directions to all the delivery teams in DHCW and the greater NHS Wales.

o Strong focus on engineering excellence and delivery

o Best practices, processes and procedures in SDLC

o DevOps, CI/CD, Infrastructure as Code

o Quality Assurance / test engineering

o Project management methodologies, including

o Agile, planning, estimation & business analysis / requirements engineering

o Best tools, behaviours and ways of working enabling engineering performance

o Building advocacy and implementation of the above across teams and organisations.

  • Significant experience in a senior management role in the field of Software Engineering, Systems Architecture and Information Technology, programme management and / or significant senior management experience for the relevant programme.
  • Extensive knowledge and experience of change management, process change and Informatics and in particular prescribing issues and solutions. This will involve undertaking research and development programmes to inform strategic policy and direction.
  • Proven ability to develop and maintain strong working relationships with national programme boards, executives and associated professional groups.
  • Proven leadership and team management skills.
  • In-depth knowledge of techniques for planning, monitoring, and controlling projects, e.g., PRINCE2, Microsoft Project, PMP, ITIL, MSP.
