Job summary

We seek a forward thinking and enthusiastic Technical Architect that sees the wide-angle view, the possibilities of emerging digital technologies and has a desire to make a difference for clinicians and patients alike.

You will work with business and technology stakeholders to translate business problems into technical designs. The postholder will create designs through iterative processes, aligning the system requirements with the user needs.

The role of Senior Technical Architect is an exciting opportunity to join the Community Applications team within DHCW to modernise existing and design next generation applications, services and platforms utilising a cloud first approach. The postholder will also be heavily involved in modernising Application architecture design.

Main duties of the job

Responsibilities include:

  • Working with project managers, Service Owners, Product Owners and others to develop resource plans for development and implementation.
  • Provision of professional and technical leadership to relevant PCMH, DHCW and NHS Wales application specialists.
  • Coaching support for the use of new methodologies and architectures.
  • Contributing to the technical design of applications and products provided by PCMH.
  • Turning business problems into technical design systems characterised by high levels of risk, impact and business or technical complexity.
  • Assisting in establishing development strategy with short / medium term priorities, through a thorough understanding of the development processes.
  • Developing and challenging technical patterns, standards, policies, roadmaps.
  • Resolve technical disputes between wider peers and indirect stakeholders, considering all views and opinions.
  • Create an environment for collaboration and empowerment and provide coaching and support to development teams.
  • Develop, maintain, and initiate relationships with users and significant key stakeholders (Consultants, Health Board and Health Board Informatics, Finance).

Qualifications and Knowledge

Essential

  • Practical knowledge of current IT development tools, paradigms, and methodologies.
  • Practical knowledge of Database Technologies (specific example areas; Oracle, SQL Server, Azure SQL, Postgres).
  • Knowledge in at least two of the following areas: -Azure DevOps, build automation including CI/CD pipelines configuration -Cloud IaaS and PaaS offerings -API Management Technologies (specific example areas; Apigee, Azure API Management) -APIs/Microservices including security, performance and scalability approaches.
  • Knowledge of Microservice Architecture
  • Knowledge of Service Provision standards and their application (ITIL particularly).
  • Masters and / or equivalent skills and experience

Desirable

  • Knowledge of Containerised applications (specific example areas; Docker, Kubernetes).
  • Practical knowledge of Fast Healthcare Interoperability Resources (FHIR)
  • Comprehensive understanding of the use of modern Information Technologies and how they contribute to improved systems and services to patients.
  • General legislation relating to the provision of IT services, and any specific legislation relating to product(s) for which the post holder is responsible (e.g. Information Governance)

  • Significant experience working in Information and IT.
  • Proven record of leading the design, development and implementation of complex technical solutions and applications in a formal development environment.
  • Proven record of developing and detailing a range of complex technical design documents in a concise structured format.
  • Proven record of technical management of successful and substantial software development projects using a suitable software development methodology (for example Agile).
  • An excellent and demonstrable command of the principles of good software design using a popular software development framework (such as .NET or Java).
  • Practical experience in leading technical presentations and workshops

Desirable

  • Experience developing software for Clinical Information or Healthcare systems.
