Job responsibilities
To
be responsible for the operational management and clinical leadership of
services within designated area of responsibility.
To
provide effective line management for identified staff members/ work streams
within the service while promoting a positive and therapeutic culture at all
times.
The
post holder will display high level communication and relationship skills,
being able to negotiate with senior and junior team members and motivate,
reassure and lead teams in a positive way and manner and at all times.
Ensure
that human resources are efficiently deployed within identified areas and to
be responsible for recruitment and retention within designated areas of
responsibility.
To
work closely with partner organisations to ensure high quality delivery of services.
Responsible
for overseeing budgets, ensuring appropriate management and control is in
place and expenditure is within agreed limits in order to achieve budgetary
balance.
In
conjunction with the relevant HR staff, develop strategies to ensure the
teams achieve a workforce capable of delivering quality recovery focused
services and that the workforce is competent, confident and safe in the
delivery of patient/service user treatment options in order to maximise
recovery outcomes.
In
conjunction with the Service Manager and Quality Matron, review and monitor the
inpatient wards.
Ensure
that appropriate mechanisms are in place within teams and work streams to
monitor performance against service, network and Trust objectives and
directly influence positive change whenever this is required.
Responsible
for ensuring that all staff receive an annual IPDR in accordance with GMMH
policy.
Ensure
that managerial and clinical/professional supervision is implemented in
accordance with GMMH policy.
Responsible
for managing complex and sensitive professional/clinical competency and
capability issues and for the implementation of any resultant actions for the
individual or service (in conjunction with HR and relevant policies and
procedures).
Work
in partnership with others to develop local strategies that support the
service to meet any national agenda specific goals.
Contribute
to the development of local business plans and the delivery of key
performance targets.
To
contribute to policy and procedure development within the service, taking
responsibility for the implementation of all policies and procedures within
the service and reporting and highlighting any gaps in practice.
Work
with the ward managers, urgent care and community services to support patient
flow and timely discharges. This includes liaising with commissioners, and
other agencies.
Recognise
and value diversity in the workforce, by promoting anti-discriminatory
behaviour and delivering an equitable culture, positively challenging any
gaps in the service.
Undertake
the case manager role as identified (wards, teams and work streams) in
complaints and investigations in accordance with Trust policy and local
guidelines.
Deputise
for the Service Manager in their absence.
Undertake
any other relevant duties as identified by the Service Manager.
Attend
the relevant Senior Leadership Team meeting, contributing positively and
effectively to the meeting.
Participation
in a relevant on-call rota as needed.
Clinical
and RiskManagement
/Development
To
work with senior clinical staff to ensure risk assessments and management
plans are in place and up to date.
Promote the Mental Health Act Code of Practice
and ensure compliance with the Mental Health Act requirements.
Monitor
incidents, themes and lessons learned, share learning across the service.
Undertake
serious incident review briefings, chair RCAs as appropriate and participate
in PIRs as requested in accordance with identified time frames.
Quality
Ensure
the highest standard of care and performance within available resources, and
ensure systems are in place to monitor this.
Take
appropriate and reasonable measures to review where necessary.
Have
local oversight of all relevant CQUIN/CQC inspections and performance
measures within the service.
Assure
self of quality by carrying out audits, and establish processes with ward and
team managers regarding the monitoring of performance. Take appropriate
measures where necessary to improve performance.
Support
service user and carer involvement through working with service/user and
carer leads to champion service user/carer collaboration with all service
developments. This includes identifying ways of involving them in
recruitment, training, induction of staff, service development and service
evaluation.
Address
any concerns raised through complaints and lessons learned.
Evaluate
the efficiency and effectiveness of staff interventions through the
monitoring of procedures and practices.
To
promote high standards of quality in corporate and clinical recording
ensuring information is always recorded accurately, appropriately and kept up
to date.
In
conjunction with the Service Manager and Head of Operations, identify the
resources needed to meet the individual needs of service users/carers.
Responsible
for monitoring overseeing the budget and to ensure appropriate controls are
in place and expenditure is within agreed limits.
Support
the Service Manager, Business Manager and Trust Accountants in annual budget
setting, financial planning etc.
Personal Development
To
take responsibility for own appraisal, objective setting and personal
development planning in order to support innovative ideas and the improvement
of services and care.
In
collaboration with Line Managers, facilitate the development of a Life Long
Learning culture encouraging shared learning opportunities across
multidisciplinary teams.
Support
staff development through induction, appraisal, personal development,
including clinical supervision reflective practice and peer review.
Take
responsibility for own learning and development by recognising and taking
advantage of all opportunities to learn in line with appraisal and
supervision.

Health, Safety and Security
Take
reasonable care of the health and safety of self and others, recognising
persons who may be affected by your acts or omissions at work and to
co-operate with the Trust in adhering to statutory and departmental safety
regulations.
Work
with the Trust Health and Safety and Clinical Risk Managers to implement risk
management policy, ensuring that systems are in place to identify actual or
potential risk to patients, relatives/carers and actions to minimise risk are
implemented.
Contribute
to the management of risks and to report immediately, using the Trust
Incident reporting system, any incident, accident or near miss involving
patients, service users, carers, staff, contractors or members of the public.
To
ensure health and safety issues are reported for inclusion in the service
Risk Register and action plans implemented as appropriate.
Support
the ward managers and Quality Matron to maintain the standards of the ward
environment using PLACE, health and safety and infection control standards.
Ensure
all staff have completed their mandatory training and are up to date with all
other trust measures, in conjunction with the ward or team manager.
Alongside
the Quality Matron, ensure the implementation of local/remedial action plans
where appropriate/allocated to address identified gaps.
Ensure
that the local fire procedure and risk assessment is followed and up to date.
Play
an integral part in ensuring safeguarding of children and adults policies
and guidance are adhered to and form the basis of good practice across the
service.
Comply
with legislation, policies and procedures and identify any gaps in the
service.
To
avoid unlawful discriminatory behaviour and actions when dealing with
colleagues, service users, members of the public and all stakeholders.
To
access only information (where paper, electronic or in another media) which
is authorised as part of the duties of your role.
To
ensure day to day activities embrace sustainability and reduce the impact
upon the environment by minimising waste and maximising recycling, saving
energy, minimising water usage and reporting electrical faults, water
leakages, or other environmental concerns to the facilities department or
their line manager.
