Job summary

As our People, Culture and Estates Executive, you will play a pivotal role in shaping the future of Murray Hall Community Trust. Reporting directly to the Chief Executive Officer and sitting on the Executive Team, you will provide strategic visionary leadership for our People, Culture and Estates function, ensuring we continue to be a place where staff, volunteers, and communities can thrive.

Main duties of the job

This is a unique opportunity to lead with both professional expertise to develop and drive an ambitious People Strategy that champions inclusivity, embeds our values-driven ethos, and creates a culture where every individual feels a sense of belonging and purpose. Alongside stewarding our ethos, you will inspire and support managers and teams across the organisation to realise their full potential, aligning people practices with our mission of empowering young people and fostering flourishing communities.

Your portfolio will span strategic HR leadership, health and safety, organisational development, cultural transformation, the corporate business support function and estates. You will lead the organisation in ensuring excellence in employment practice, safeguarding, diversity and inclusion, and workforce development. With responsibility for financial stewardship of People, Culture and Estates budgets, you will also ensure resources are used wisely to deliver long-term impact.

Job responsibilities

To be primarily responsible for MHCT operational and corporate functions aligned to MHCTs strategic objectives and priorities.

To be an integral member of the Executive Management Team and contribute to strategic decision making, assist in the management of organisational risk and work effectively to help grow the organisation.

Support the Chief Executive, Executive peers and the board with thought leadership relating to all elements of culture, values, people and estates management, in a way that is practical and relevant to the organisation.

Develop and implement a people strategy which builds capacity and capability and delivers a collaborative HR solution that successfully supports the vision of the charity.

To work within the principles of organisational development; proactively working to shape the organisations culture in line with MHCT values and strategic directions.

To directly manage key managers/coordinators to ensure activities are aligned with strategic objectives/priorities whilst remaining within the parameters of contractual expectations and budgetary limitations.

To play an integral role in ensuring the charity operates within governance procedures, charity law and company law, and is compliant.

Key tasks and responsibilities

General

1. To ensure our Human Resources, Organisational Development, Health and Safety and Business Support and Estates functions are at all times in compliance with legal and contractual obligations, this will include information governance, and ensuring policies are up to date.

2. To contribute to the strategic vision, creation and delivery of MHCT Services, ensuring that this vision

is shared throughout all organisational layers and those activities fully centre on MHCTs vision, values and objectives.

3. To work closely with the Executive Team Members, Trustees/Directors and Subgroups to contribute to the strategic development and change management of the MHCT.

4. Develop external networks and relations to maintain and enhance professional knowledge, promote the activities of the organisation and seek opportunities for growth and development.

5. Relationships with stakeholders form an integral part of this role.

6. Undertake any other duties deemed reasonable by the CEO, in line with the growth and development of the organisation.

7. Ensuring all Health and Safety and environmental processes are adhered to with the operation and applied in all circumstances.

8. To contribute and support marketing and PR strategies to utilise media platforms, including social media to raise the profile of MHCT and its activities.

9. To directly line manage a number of key management, HR and Business Support staff and any other corporate roles as assigned, ensuring that clear direction is given at all times and work is focused on the achievement of key targets.

Human Resources and Organisational Development

1. To advise and support line-managers in different aspects of HR issues, including absence,

performance, capability, recruitment, disciplinary, grievance, redundancy and TUPE, ensuring MHCT policies are followed at all times and activities are carried out equitably and safely.

2. Work closely with line-managers to build organisational capabilities within devolved aspects of HR, proactively supporting them through a leadership forum.

3. To produce quarterly reports or as required to present to the Board of Trustees/Directors and Subgroups.

4. Drive strategies on diversity, inclusion and safeguarding.

5. To maintain working relationships with trade unions and other employee representatives, including attending Local Joint Forum / JNC meetings to represent management as required. Advising managers of joint recognition agreements and its impact.

6. Work closely with the outsourced HR Consultancy to ensure all staff performance measures are in place and regularly reviewed, including the management of any HR related issues that may arise.

7. Ensure that a professional positive approach to employee relations and an ethos of working in partnership is developed across all services ensuring there is clear effective communication and responses are in a timely manner.

8. To review MHCT policies and procedures working alongside the Board of Trustees to update and identify changes required in accordance with best practice, employment legislations and legal requirements and to implement the changes.

9. To support managers to maintain a training skill analysis for all staff and identify gaps and transferable skills across the organisation in line with key objectives.

10. To support, supervise and appraise a number of service manager/coordinators and directly support service staff.

Health and Safety

1. Promote a positive health and safety culture throughout the business, leading the implementation of appropriate policy and procedure to ensure compliance with objectives and relevant regulations.

2. To promote a positive health and safety culture throughout the business.

3. Create appropriate Health and Safety related policies and procedures and to ensure training, awareness and compliance across the business and its suppliers/partners where appropriate.

4. Lead the development, implementation, and delivery of the organisation's health and safety objectives and targets, ensuring that they are aligned with organisational objectives and relevant regulations.

5. To create and manage the company Health and Safety legislation register and review it on an annual basis providing necessary action plans.

6. To monitor and report on compliance of all directly or subcontracted activities, relevant works and statutory testing and checks against agreed programmes, SLAs and statutory requirements. Identify any inadequacies in existing arrangements.

7. Carry out inspections of construction related activities on site, ensuring compliance with the HS and E Policy and overarching HS and E legislation. Undertake programmed and ad-hoc inspections, preparing reports following site visits by accurately recording any non-compliance and following up on any actions.

Business Support

1. Strategic overview of an effective corporate administration and business support function to the organisation and its functions and services, ensuring a consistent and professional service is maintained at all times.

2. To lead on the development of business systems and processes and to maintain and update these accordingly, and to ensure that the team are trained and kept up to date with any changes and that these are communicated across the wider organisation.

3. To ensure that contractual requirements for funded services and MHCT policies are adhered to and observed in relation to the development and maintenance of all processes within the scope of the role.

Estates and Facilities Management

To advise on estate management matters, ensuring capital projects are delivered on time and within budget, co-ordinating the organisations approach to maintenance and facilities management.

Development and implementation of the organisations Estate Management strategy.

Budget responsibility for all estates-related capital expenditure.

Responsibility for the ongoing management of all condition surveys, ensuring that they are updated on a regular basis and to inform stakeholders of the current condition of the estate and related planned activity.
