Job responsibilities
Implement GOARNs M&E plan This includes leading collaboratively with the GOARN team on:
- Planning and developing monitoring, evaluation, and learning activities to enable reporting to senior internal and external stakeholders of GOARN activities
- Qualitative and quantitative evidence generation across GOARN activities
- Designing internal project evaluations
- Interpretation of findings to inform learning
- Building MREL knowledge and skills of colleagues in the GOARN secretariat
- Support the management and facilitation of GOARN strategic groupings, including (but not limited to) the Public Health Team grouping; the Diagnostic Surge Capacity (DiSC) grouping and others.
- Review MREL systems and procedures to ensure project quality assurance and consistency across projects; both in HQ and regions.
- Compile a variety of regular project monitoring data and information and analyse this to produce reports and other documentation for different internal and external senior stakeholders.
- Ensure timely analysis of findings to translate evidence into pragmatic solutions and tools and advice to contribute to continuous improvement of project activities.
- Occasional travel to WHO HQ, Geneva

KEY WORKING RELATIONSHIPS
The post holder will develop working relationships and communicate regularly with a wide range of individuals, clinical and non-clinical, internal and external to UKHSA. This will include;
Internal
- GHP Senior MEL and Assurance manager
- UK Public Health Rapid Support Team (UK-PHRST) and Global Health Security (GHS) teams
- UKHSA subject matter experts
- UKHSA and UK-PHRST GOARN Focal Point
- Global Operations central MEL team
External
- GOARN strategy team, management (Operational Support Team), partners and WHO experts
- GOARN strategic groups and GOARN partners within those groups.
- Deploying (response) GOARN partners.
- External auditors and MREL/project management specialists
- GOARN stakeholders in partner countries and regions
Essential criteria :
- Degree in science, international or health subjects or equivalent experience in the global public health sector.
- In depth knowledge and practical experience of using the main tools if M&E: Theory of Change, Logframes, MREL plans, indicator development
- Experience of qualitative and / or quantitative tools, systems and methods, maturity models and workforce evaluation.
- Experience with global public health response or international development organisations in designing, implementing and management of monitoring and evaluation in the health sector.
- Experience of developing a range of (non-technical) staff in subject area.
- Excellent communication skills including the ability to train and develop others and to relay complex technical information to non-technical audience to ensure understanding.
- Ability to analyse complex issues where material is conflicting and drawn from multiple sources and present in visually engaging ways.
- Able to work independently as well as part of a team.
- Demonstrates commitment to continuous learning and improvement
- Confident working with senior colleagues, stakeholders and high-profile delegates.

- Understanding of the public health / public sector and global public health infrastructure especially in Low, middle-income countries.

Location
This role is being offered as hybrid working based at our core HQ in London, Canary Wharf. We offer great flexible working opportunities at UKHSA and operate using a hybrid working model where business needs allow. This provides us with greater flexibility about how and where we work, to get the best from our workforce. As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, (averaged over a month) working at our office. Our core HQ offices are modern and newly refurbished with excellent city centre transport links and benefit from co-location with other government departments such as the Department for Health and Social Care (DHSC).

Salary Information
If you are successful at interview, and are moving from another government department, NHS, or Local Authority, the relevant starting salary principles for level transfers or promotions will apply. Otherwise, roles are offered at the pay scale minimum for the grade, but in exceptional circumstances there may be flexibility if you are able to demonstrate you are already in receipt of an existing, higher salary. Pay increases are through the relevant annual pay award for the role and terms.
