Job summary

This is an exciting opportunity to join UKHSA as a Business Analyst within our Data Product Development (DPD) division which is part of the Digital and Data Directorate of the Chief Data Officer Group. The DPD division have responsibility for providing strategic and operational oversight of the development of data products such as dashboards and platforms both for use within the UKHSA and externally. This will include internal products to support health security activities as well as high profile external products such as public dashboards. Key products of note are the UKHSA data dashboard, Local Authority Data Access Platform (LADAP) and the Power Bi Centre of Excellence.Our flagship product is the UKHSA data dashboard, which builds on the hugely influential COVID-19 dashboard, and presents data on COVID-19, as well as Other Respiratory viruses, Outbreaks, Syndromic Surveillance, Antimicrobial resistance, Weather and Climate Risks, Blood borne illnesses, Childhood and vaccine preventable disease, Environmental hazards, Healthcare associated infections, Invasive Bacterial infections, Vector and Vector-borne diseases.As a Business Analyst in Data Product Development, you will work in an agile environment with colleagues in our product, user-centred design and data development teams, work closely with key stakeholders, identifying and elaborating user and business needs to enable effective development of dashboarding capabilities to meet both internal and external needs.

Main duties of the job

The post holder will be an experienced business analyst and will play a key role in the identification, analysis, and delivery of requirements for Data Product Development whilst working in an Agile way. The Senior Business Analyst work closely with stakeholders and aligned professions including Product Management, User Centred Design, Project Management, and Data Analysis. Main duties include:

  • Identify, investigate, analyse and use excellent communication skills to explain complex business problems and opportunities, analyse business goals, objectives, functions and processes, using relevant information and data to support the definition of requirements for developing dashboard capability.
  • Conduct options analysis, assess feasibility and operational impact of options that will align with Data Product Development objectives.
  • Identify, analyse, challenge and validate business and user requirements for the UKHSA data dashboard, as well as internal dashboards where appropriate.
  • You will develop and maintain the Features Catalogue for the UKHSA Data dashboard, ensuring that new requirements that have been identified, validated with users, and taken to build are accounted for.
  • Work in an Agile way, identifying and comparing the best processes or delivery methods to use.

This role involves working on complex projects, managing stakeholder relationships, working independently and having a good understanding of the work area.

Essential criteria:

  • Proven experience as a Business Analyst, working on highly complex and technical projects and business process improvements.
  • Excellent communication and stakeholder management skills. Has experience of discussing requirements with diverse user groups to establish deliverables.
  • Strong analytical and problem-solving abilities.
  • Proficiency in business analysis tools and techniques, in particular process modelling and technical requirements elicitation.
  • Experience of Agile working and able to identify and compare the best processes or delivery methods to use, including measuring and evaluating outcomes
  • Experience of Business modelling and able to lead on the modelling of processes, systems and data at varying levels of detail or complexity across a project or programme
  • Experience of Business process improvement, including identifying opportunities to improve business performance, leading the analysis, identification, design, prioritisation and implementation of process and business changes to improve business operations and services.
