Job summary

UKHSA is responsible for protecting every member of every community from the impact of infectious diseases and other health threats. We provide intellectual, scientific, and operational leadership at national and local level, as well as on the global stage, to make the nation's health secure.

You will work in the UKHSA Geospatial Team to lead on developing geospatial capability to prevent, detect and respond to national and international health security threats. The Geospatial Team delivers expertise in enterprise geospatial platforms, data visualisation and analytics to strengthen geospatial capability across the organisation.

Main duties of the job

As we continue to develop and support an all-hazards geospatial approach, the objectives of the Geospatial Team are to:

  • Lead on development, implementation, and maintenance of a UKHSA Geospatial Unified Approach, working with internal and external stakeholders to develop standardised and impactful geospatial solutions
  • Lead on the development, maintenance and application of centralised geospatial data, technology, and tools for surveillance, response and analytics
  • Act as a centre of geospatial expertise to support the national and international application of geospatial for public health security surveillance and analytics
  • Provide geospatial support to standard and enhanced incidents impacting on public health
  • Develop the UKHSA Geography Profession and internal and external geospatial networks and communities of best practice

The role will sit in the Chief Data Officer (CDO) Group. This opportunity will consolidate and expand the geospatial skills of the organisation and leverage pre-existing dataflows and insights.

You will lead geospatial programmes and projects with an unparalleled opportunity to make your mark on government policy and the future of UK health protection.

We are looking for a candidate to:

  • Support the development and implementation of the UKHSA Geospatial Unified Approach
  • Lead high profile geospatial projects for UKHSA, by working flexibly and collaboratively across the organisation. This is a technical management role, where thought leadership as well as people management will be essential for success
  • Provide technical expertise and leadership to develop and maintain UKHSA geospatial systems and infrastructure
  • Lead the development of the geospatial component of the UKHSA Enterprise Data Model to support public health surveillance and response, aligned with modern data operations and data management principles
  • Deliver high quality geospatial analytical and visualisation outputs for surveillance and response
  • Successfully manage your time and the priorities of your team, working at pace to progress multiple competing tasks, and manage expectations from customers and colleagues
  • Communicate and clearly present key insights, up to the most senior levels, from a variety of qualitative and quantitative sources

Essential Criteria:

  • Experience of leading geospatial data and platform engineering project delivery at pace, including: the build of geospatial ETL data pipelines and systems, system integration of geospatial data and geoprocessing services, making spatial big data accessible for analysis, the design, development and delivery of enterprise spatial databases
  • Cloud engineering experience developing geospatial in AWS or Azure
  • Advanced technical experience using one or more of Esri, QGIS, R/Python, GitHub/Lab, JIRA and Confluence
  • Experience of applying Agile project management principles to lead complex geospatial project at a senior level. This includes changing and improving, making effective decisions, communicating and influencing, managing a quality service and delivering at pace.
  • Experience of managing junior members of a team for project delivery or in a line management role
  • Evidence of very effective verbal and written communication skills, being able to turn analysis into accessible and engaging products, and presenting them to stakeholders
  • Define and advocate geospatial data engineering best practice, standards and quality assurance
  • Champion geospatial data engineering
