Job responsibilities

Acting as a learning consultant, the postholder will work with internal and external colleagues to co-create, develop and deliver capacity strengthening initiatives and/or address specific development needs that meet stakeholder requirements, creatively and adeptly problem-solving challenges in the UK and abroad. They will use their expertise and experience in learning design, continuous professional development, education and up-to-date tech platforms to provide operational leadership into the design, delivery and evaluation of capacity strengthening and training programmes including in-person, remote, hybrid and e-learning courses and proactively improve the experience of learners.

The post holder will work with subject matter experts in epidemiology, microbiology, and other public health disciplines. They will work in collaboration with in-country partners and teams (e.g., national organisations/institutes, Africa CDC, the WHO, etc) to identify, tailor, develop and deliver capacity and capability strengthening initiatives that meet the stakeholder needs and preferences. They will work closely with internal and external digital learning specialists to develop online capacity strengthening activities and to ensure all data is accurately recorded and reported.

Additionally, the post-holder will lead the project management of capacity strengthening activities. Activities will be in line with the UK-PHRST objective of supporting outbreak preparedness and response and focus on delivering the teams capacity strengthening implementation plan.

• Evidence of project and budget management with responsibility for reports, including managing, mitigating, and reporting risks

This role is being offered as hybrid working based at our Core HQ in Canary Wharf.

We offer great flexible working opportunities at UKHSA and operate using a hybrid working model where business needs allow. This provides us with greater flexibility about how and where we work, to get the best from our workforce. As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, (averaged over a month). Our core HQ offices are modern and newly refurbished with excellent city centre transport link and benefit from benefit from co-location with other government departments such as the Department for Health and Social Care (DHSC).

• Postgraduate or professional qualification in teaching, education, or subject related to the role
• Experience in learning needs assessments, professional education and learning methods, including for delivery in complex environments (such as with international partners / participants), with monitoring, reporting, evaluation and learning (MREL)
• Expertise and experience in learning design and delivery of capacity strengthening activities through face-to-face, remote, hybrid, as well as e-learning platforms for professional audiences, using a range of approaches drawn from researching up to date sector-relevant best practice
• Evidence of project and budget management with responsibility for reports, including managing, mitigating, and reporting risks
• Excellent written, oral communication, listening, presenting and facilitator skills
• Approachable team-player with a robust track-record of establishing strong stakeholder relationships, operating across organisations, disciplines and cultures
• Adept at employing coaching and mentoring approaches
• Effective independent worker, with self-accountability for managing quality standards, deadlines, capacity and resources within constraints
