Job summary
Launched in 2016, the UK Public Health Rapid Support Team (UK-PHRST) is an innovative government-academia partnership funded by the Department of Health and Social Care (DHSC) and co-led by UK Health Security Agency (UKHSA) and the London School of Hygiene & Tropical Medicine (LSHTM), with a consortium of academic and implementing partners in the UK and internationally. It comprises a multidisciplinary team of public health professionals and researchers with a novel integrated triple-remit of outbreak response, research, and capacity strengthening to prevent and control epidemics of infectious diseases in countries eligible for UK Official Development Assistance (ODA). Both institutes contribute to and are responsible for delivery of the UK-PHRST triple mandate across outbreak response, research and capacity strengthening, with LSHTM leading the research programme and UKHSA who lead the outbreak response.
The UK-PHRST is a multidisciplinary team that includes a range of technical skillsets from across public health, core programme/operational management, and senior leadership.
The UK-PHRST Learning Design Manager is responsible for driving the delivery of a range of capacity strengthening activities in ODA-eligible countries as well as supporting the development and delivery of high-quality activities for the UK-PHRST team, including the core deployable team and reservist cadre, such as deployment and refresher trainings.
Main duties of the job
- Conduct regular learning needs analysis, in collaboration with UK-PHRST Technical teams/leads and others, in order to determine and develop or commission (where relevant) the most relevant, high-quality and cost-effective portfolio of capacity strengthening activities for partners in ODA-eligible countries and UK colleagues, where relevant.
- Provide expertise in learning design to enhance capacity strengthening activities through face-to-face, remote, hybrid, and e-learning platforms.
- Ensure Education Design, Learning Design, and robust process for monitoring and evaluation are embedded into all UK-PHRST capacity strengthening / training activities
- Lead on ensuring an inclusive environment for all learning / training and capacity strengthening activities
- Lead the management and coordination of expert contributions for the UK-PHRST capacity strengthening deliverables as they relate to the strategic objectives, particularly those related to training and learning activities within the UK and in ODA-eligible countries
- Use project management tools and skills to ensure productive coordination across teams, as well as managing some projects and activities independently
- Oversee and manage UK-PHRST capacity strengthening and training budget
- Ensure that any risks are identified, responded to promptly and escalated, as required
