Job summary

The Professional Standards Manager & Lead Nurse for Professional Standards will be responsible for supporting the Head of Professional Standards through the coordination of UKHSA activity to meet responsibilities and requirements under legislation, regulation and UKHSA Quality Standards in professional standards. They will provide corporate and professional leadership to enhance UKHSA understanding and compliance in professional standards, acting as UKHSA Nurse Advisor for Professional Standards providing advice throughout UKHSA at national, regional and local level. The postholder will coordinate and report on UKHSA responsibilities under the legal frameworks for employing registrants providing advice and support across UKHSA. The postholder will work with the Head of Service to establish, monitor and continuously improve systems to ensure UKHSA staff have the appropriate knowledge, competence and training to provide safe services, that professional standards work is monitored, and that good governance is in place. They will lead on the management of these systems daily, including the production of monitoring reports. The postholder will be a Registered Nurse, within the NMAHP Division and reporting to the Head of Professional Standards. They will work closely with a range of individuals, across the organisation, including the medical revalidation lead, supporting them to manage daily registration compliance activity and will support UKHSA Revalidation Committee.

Main duties of the job

The main duties include:

Provision of specialist advice

Provide expert professional advice and subject matter expertise on all aspects of professional standards across UKHSA's business.

Work with the Head of Service to support the Chief Nurse as lead for professional standards and the Revalidation Committee as the key governance body.

Develop effective working relationships with Designated Professionals and Regulators across the health and care system.

Provide/secure professional/clinical nursing and midwifery advice for UKHSA registration arrangements and in supporting handling, referral and reporting of fitness to practice concerns supporting UKHSA to manage professional concerns and incidents.

Ensure that UKHSA's services, products and ways of working take account of legislative and organisational corporate governance responsibilities.

Provide professional advice on matters relating to professional standards for UKHSA staff and teams.

Lead for UKHSA with professional corporate governance requirements

Work in partnership with relevant professional standards leads in NHS England, CQC, local Government to contribute cross system high quality professional standards arrangements Lead for UKHSA at national professional standards working groups, including the 5 nations workforce development group.

Training

Undertake regular training needs analyses in relation to professional standards in line with best practice in the health and social care sector in the UK, and for international work and advise on relevant training programmes.

Monitor the take-up and effectiveness of the training provided and report as part of UKHSA Quality reporting system.

Lead UKHSAs professional forum network, providing opportunities for learning and development.

Develop and deliver training as required on professional standards and employer/employee responsibilities

Contribute to cross system development of training materials for professional registrants

Data collection and analysis

Ensure there are systems in place for the effective collection of data relating to professional standards

Provide regular reports to the Deputy Director as required.

Compile professional standards data quarterly and provide reports to the Revalidation Committee (or other individuals or groups as required), making recommendations for improvements to systems and processes on the basis of quantitative and qualitative information.

Governance

Manage the agendas and papers for meetings of UKHSAs Revalidation Committee

Work within UKHSAs quality management approach as the component lead for professional standards, setting and monitoring quality standards and supporting quality leads.

Support the Head of Service in embedding quality across the organisation by ensuring professional standards components of UKHSA Quality system are supported and ensuring systems are in place to provide that assurance.

Identify, assess and manage risks related to professional standards and escalate issues if required through UKHSAs governance structures.

To review regularly organisational compliance in relation to professional standards legislation and develop and monitor action plans for improvement as needed.

Policy and procedure development and communication

Ensure that appropriate organisational policies, procedures and guidance are in place to support staff in the areas of professional standards in the course of their work.

Seek feedback and regularly update supporting documents.

Manage internal dissemination of new and updated documents, developing and implementing effective communication strategies.

Continuous improvement

Maintain awareness of external developments (including legislation and best practice) in professional standards and related areas and make appropriate recommendations to improve UKHSAs approach and practice.

Establish lessons learned and review processes

Review related external publications and reviews which offer opportunities for learning and make recommendations to improve UKHSAs practice.

Develop and sustain strong external relationships and attend relevant national networks.
