Job summary

We are looking for a Senior Emergency Preparedness Manager to join our busy and dynamic National Response Centre (NRC) team, which is part of the Emergency Preparedness, Resilience and Response (EPRR) Directorate in UKHSA.

The UKHSA National Response Centre (NRC) responds 24/7 to all UK public health hazards or threats, co-ordinates the UKHSA national response to incidents and emergencies and offers specialist EPRR expertise and advice. The NRC is responsible for coherence and coordination of:

  • situational awareness and preparedness to effectively respond to incidents
  • response to incidents, and
  • recovery from incidents.

This is a senior role responsible for managing the delivery of a full range of Emergency Preparedness, Resilience and Response (EPRR) activities. As delegated, they will lead identified strategic and operational delivery of situational awareness, preparedness to respond, response and recovery, along with continual improvement.

The post holder will work with minimal supervision and be expected to work flexibly as part of a multi-disciplinary team providing a wide range of duties.

Main duties of the job

The post holder's responsibilities will include the strategic and operational delivery of situational awareness, preparedness, response, and recovery. They will ensure efficient delivery of the NRC's incident coordination role by leading day-to-day incident management and coordination. They will also be expected to participate in an out-of-hours on-call rota as part of the NRC's 24/7 response function - this fulfils UKHSA's role as a Category 1 responder.

Job responsibilities

Your key responsibilities will include:

This will require collaboration with colleagues within the NRC, regional, national and specialist teams. They will exercise leadership to ensure the National Response Centre (NRC) operates efficiently and adheres to Civil Service and UKHSA corporate guidelines and governance processes. The role encompasses various areas such as business planning, risk management, workforce management, learning and development, health and safety, and business continuity.

They will provide senior tactical EPRR advice across UKHSA and the government, shape a culture of change and innovation, and promote positive change across the Division and Directorate. They will manage staff and ensure professional development and wellbeing.

The post holder will maintain effective relationships with both internal and external stakeholders, working with minimal supervision and demonstrating flexibility as part of a multidisciplinary team. They will collaborate with colleagues based across different sites or working remotely. They will manage their own workload to meet deadlines and provide cover for team members in their absence. A commitment to understanding and improving health equity is essential.

They will support the Integrated Business Planning and monitoring process, highlighting delivery risks and feeding into relevant assurance processes. They will produce business cases and option appraisals to aid decision-making, supporting NRC budgeting, resourcing, planning, and business management.
