This is an exciting opportunity to join UKHSA as a Project Manager within the User-Centred Design (UCD) team.
The UCD team work collaboratively with teams across the agency to help shape product and service design, improve public health outcomes and address health equalities. Our delivery squads take on a varied portfolio of work, with much of our input being focused on the discovery and alpha phase of design and play an important role in ensuring user needs are central to the development and improvement of services across UKHSA.
Location
The UK Health Security Agency (UKHSA) offers remote and hybrid working this means that whilst the role can be based in one of our 4 offices in Birmingham, Leeds, London Canary Wharf or Liverpool, there will be opportunities to work from home or remote working. The number of days in the office will be agreed on an individual basis by your line manager.You will be asked to express a location preference during the application process.Please be aware that this role can only be worked from within the UK and not overseas. Relocation expenses are not available.
MAIN DUTIES AND RESPONSIBILITIES
- Manage the day to day running of the business plan and associated project(s).
- Provide agile project management leadership to support the team to deliver the agreed outcomes within time, cost, and quality constraints.
- Build project plans/roadmaps and apply appropriate delivery methodology, setting project controls and track and report against milestones.
- Co-ordinate the development of the business plan and any necessary business cases.
- Monitor and track team spend, ensuring it is within budget.
- Support management of resources particularly in evaluating the impact of new demand, establishing practices which enable the team to capture and accurate record of all demand enabling the team to create a business case for growth.
- Identify benefits, ensuring these are understood, measured, tracked, and owned; monitoring the longer-term delivery of benefits against the UCD team goals and objectives.
- Develop effective relationships with key stakeholders, particularly the National Operations Programme Management Office.
- Identify and monitor business plan and project risks, issues and dependencies, developing mitigating actions and escalation processes.
- Provide the necessary reports to support effective governance and decision making at a team, directorate and group level.
- Support business plan and project assurance, audit, and gateway reviews.
- Set up effective change management processes, including documenting agreed changes to the roadmap and project deliverables.
- Promote individual and team performance, seek appropriate guidance and coaching from the project community.
- Be an active member of the UKHSA Project Delivery Profession Community

Selection process details
STAGE 1 - APPLICATION & SIFT:
You will be required to complete an application form and a statement of suitability. Your Statement of Suitability should outline your skills, experience, and achievements, providing evidence of your suitability for the role, against the essential criteria (outlined in the person specification section). Your Statement of Suitability must not exceed 750 words.

You will also be asked to provide information within the Employer/ Activity history section of the application form. This is equivalent to the information you would provide on a CV, setting out your career history. The sift selection panel will only consider relevant career history information from the last 5 years.
If you are successful at this stage, you will progress to an interview.
STAGE 2 INTERVIEW:
This stage will involve a 50 minute video interview. We will assess your experience against the priority Project Delivery skills and the three Behaviours set out below.
Depending on how many applications we get, there might also be an extra stage before the video interview, for example a phone interview or a technical exercise.

Candidates that do not pass the interview but have demonstrated an acceptable standard may be considered for similar roles at a lower grade.
A reserve list will be held for a period of 12 months, from which further appointments can be made.

Security clearance level requirement
Successful candidates must pass a disclosure and barring security check. Successful candidates must meet the security requirements before they can be appointed. The level of security needed is Enhanced Personnel Security Standard.

For existing Civil Servants and roles advertised across government, the rules of transfer apply, i.e., level transfers move on current salary or the pay range minimum, transfers on promotion move to new pay range minimum or receive a 10% increase. Either case is determined by whichever is the highest.
